Africa-Press – Angola. <\/strong><\/span>Up to 2017, more than US$100 billion had been withdrawn from the treasury in illicit transfers abroad, according to data presented on Wednesday (27), in Luanda, by the Attorney General of the Republic, Pitta Groz, in Luanda. opening of the International Conference on Asset Recovery for Societies Committed to Combating Crime.<\/b><\/p>\n

Held on the occasion of the 43rd anniversary of the PGR (Attorney General’s Office), the data provided at the conference were based on a study carried out by the Scientific Research Center (CEIC) of the Catholic University of Angola (UCAN).<\/p>\n

According to Pitta Groz, in the last three years more than five billion dollars in financial and non-financial assets were recovered, as well as another 12 billion dollars seized in some cases, while other cases culminated in the seizure of movable assets constituted with public funds.<\/p>\n

Of that amount (US$12 billion), cited the Attorney General of the Republic, US$6.7 billion were seized in Angola and the rest abroad, in countries such as Portugal, the United Kingdom, the Netherlands, Luxembourg and Monaco.<\/p>\n

The sectors of Civil Construction, Public Works, Oil and Diamonds were the ones that were most affected in this process of illicit transfer of capital abroad from Angola.<\/p>\n

In view of this worrying situation, observed the Attorney General, there was a need for legislative production, both by the holder of the Executive Power and by the Legislature, to update criminal procedures, typification of facts and respective penal frameworks, which made them not non-financial assets forgotten.<\/p>\n

“In terms of non-financial assets, we highlight factories, the media, supermarkets, buildings, hotels and social holdings”, explained Pitta Groz, when he said that “improving the quality of life of citizens with better education, health and living conditions, should be the end result of everything we are doing\u201d.<\/p>\n

The attorney general recalled that the success that the PGR has had in the process of recovering financial and non-financial assets, in partnership with other State bodies, is due to the excellent international cooperation that Angola has maintained with several countries and international institutions. .<\/p>\n

According to the Attorney General of the Republic, the conference aimed to strengthen international cooperation, “to get closer and overcome some formalities that sometimes delay and hinder our activity”.<\/p>\n

During the International Conference on Asset Recovery for Companies Committed to Combating Crime, topics related to “Asset Recovery and the Democratic State and Rule of Law”, “Loss of Assets and Asset Recovery in Angola”, ” Loss of Assets and Recovery of Assets and the Guarantee of Fundamental Rights\u201d.<\/p>\n

Likewise, the participants reflected on the “Role of the Trustee in the Management of Seized Assets”, the “Recovery of Assets and International Cooperation”, the “Loss of Assets and Recovery of Assets Abroad”, the “Effective Methods of Repatriation of Financial Services\u201d, the \u201cRecovery of Assets and Civil Law\u201d, as well as the \u201cCivil Action for Extinction of Domain\u201d and the \u201cLoss of Property in Civil Law\u201d.<\/p>\n

The event was attended by the attorneys general of Cape Verde, S\u00e3o Tom\u00e9 and Pr\u00edncipe, East Timor, the representatives of the United Nations and the European Union in Angola, public magistrates, the diplomatic corps, politicians, economic analysts, rights activists humans and guests.<\/p>\n
