Africa-Press – Angola. <\/strong><\/span>The National Agency of Petroleum, Gas and Biofuels (ANPG) organized, Wednesday, in Houston, the conference \u201cAngola promotes the Oil & Gas sector at OTC \u2013 Houston 2022\u201d, which brought together American and Angolan companies seeking, in the United States, United, partners to boost projects, within the scope of local content.<\/b><\/p>\n

Chevron, Esso, Intanka, Sangura, RSK, Brite, Alfort\/MIT and APEX participated in the event, among other companies in the oil sector. From Angola, and with a view to establishing partnerships, Sonangol, Sonamet, Petrolog and ANS were present.<\/p>\n

The chairman of the Board of Directors of ANPG, Paulino Jer\u00f3nimo, who opened the session, gave a summary of the development of the oil industry in the last five years, with emphasis on the reorganization of the sector and the entry into force of new legal instruments that allow the production of additional resources in the different concessions.<\/p>\n

He also highlighted the publication of the diploma on the permanent offer, which allows for the continuous negotiation of blocks that have not received proposals during the normal bidding, under the “permanent offer regime”.<\/p>\n

“The promotion and permanent negotiation of non-awarded bid blocks, free areas in concession blocks and concessions granted to ANPG, aims to boost investments in oil and natural gas exploration and production activities, through the limited public tender procedure. and direct negotiation, under the terms permitted by the Petroleum Activities Law (article 44 of Law 10\/04 of 12 November)\u201d, maintained Paulino Jer\u00f3nimo.<\/p>\n

He added that, with “this facility, we intend to receive concrete proposals from companies that already operate in Angola and also from other operators that only recently became interested in our market and decided to enter into negotiations with us”.<\/p>\n

This regime also deserved the approach of the Minister of Mineral Resources, Oil and Gas, Diamantino Azevedo, as one of the highlights of the changes introduced in the national strategy for the sector, “especially because, with it, interested companies can contact directly the ANPG and start negotiations for the exploration of blocks and available free areas\u201d.<\/p>\n

Diamantino de Azevedo emphasized the role that Angola attributes to market players and the respect for contractual stability throughout each and every investment project.<\/p>\n

“After taking office, President Jo\u00e3o Louren\u00e7o was alerted by the foreign operators that then operated in Angola, for the collapse of the national oil sector, if concrete measures were not taken to reverse the situation”, recalled the minister.<\/p>\n

Five years later, he declared, “we have results to present, because we have carried out a profound legislative change, but also because we are betting on a new model of relationship between the national concessionaire and the operators – which we have included in a technical working group focused on stabilizing the oil production \u2013 and also because we have created contractual and tax incentives that are beneficial to both parties\u201d.<\/p>\n

In conclusion, Diamantino Azevedo said that “it is this relationship of cooperation and mutual assistance that we want to strengthen with those who already work with us and offer to those who will soon be doing so”.<\/p>\n

The Consul General of Angola in Houston, Ana Paula do Nascimento, closed the session, inviting the businesspeople present to learn about the oil exploration strategy in Angola, through direct contacts with the National Agency for Petroleum, Gas and Biofuels and other institutional representatives. .<\/p>\n
