Africa-Press – Angola. <\/strong><\/span>Since Thursday, victims of domestic violence have had a \u201cmanual\u201d, with the minimum requirements for intervention, monitoring and assistance to complainants, informed, in Luanda, the Secretary of State of the Ministry of Social Action, Family and Promotion of Woman (MASFAMU), Elsa Barber.<\/b><\/p>\n

For the MASFAMU Secretary of State, the guide, officially launched yesterday, appears as a ready response to strengthening and combating gender-based violence, in line with international and regional commitments assumed by the Angolan Executive.<\/p>\n

The data, he explained, indicate that last year there were 2,929 cases of violence against women, as well as 1,604 cases of family abandonment, 759 of psychological violence, 170 of a sexual nature and 87 of physical origin. “These data do not reflect the totality of cases, as many of the victims are silenced by factors such as economic, social, effective dependence or fear of reprisals”, she added.<\/p>\n

The manual, he added, also has international guidelines, as well as the country’s legal frameworks, based on existing good practices of intervention, namely services specialized in assisting victims in counseling centres.<\/p>\n

The assistant representative of the United Nations Population Fund (UNFPA), Marina Coelho, said that gender-based violence has undermined the health, dignity, safety and autonomy of victims, but still remains shrouded in a culture of silence.<\/p>\n

Worldwide, she explained, one in three women has experienced, or will, physical or sexual abuse in her lifetime. In Angola, she said, 32 percent of women complain that they have been victims of violence since the age of 15. “On average, 8 percent of these women have been victims of sexual violence at some point, just as 34 percent of married women have experienced spousal or physical violence at some point,” she said.<\/p>\n

Violence against women, he continued, is also a result of social perceptions about the disposition and role of women in society and in the family. “For this reason, 25 percent of women between the ages of 15 and 49 give some legitimacy to their husbands’ violence,” she criticized.<\/p>\n

The UNFPA representative acknowledged, however, that the Angolan Executive has taken important steps to resolve challenges with a disproportionate impact on women and girls, through female empowerment, promoting gender equality and combating all forms of violence.<\/p>\n

The Secretary of State of the Ministry of the Interior (MININT), Jos\u00e9 Zau, who attended the act, considered the manual a source of information in the resolution of complaints, processed by terminals 15015 and 111, whose treatment, from now on, will have a different nature, “in the typification of the occurrences and in the dispatch of the same”.<\/p>\n
