Africa-Press – Angola. <\/strong><\/span>Angola participates, from Sunday until Thursday, in the 12th Ministerial Conference of the World Trade Organization (MC-12), which takes place in Geneva (Switzerland), with the aim of discussing topics such as subsidies, alignment of trade rules with sustainability parameters, electronic commerce, unblocking the dispute settlement system and international investments.<\/b><\/p>\n

The Angolan delegation to the event, led by the Secretary of State for Trade and Industry, Amadeu Nunes, also includes Esperan\u00e7a da Costa, Secretary of State for Fisheries, Ambassador Margarida Izata, Angola’s permanent representative to the United Nations Offices in Geneva, diplomats from the Permanent Mission and experts from the ministries of Commerce, Agriculture, Fisheries and Foreign Affairs.<\/p>\n

The 12th WTO Ministerial Conference takes place in an unusual trade context, at a time when the Organization is facing serious challenges in reaching agreements on the topics discussed previously in Doha, the capital of Qatar, and there is a clear need to obtain significant results at that Conference, particularly a multilateral agreement on fisheries subsidies, derogation from some TRIPS provisions in favor of developing countries, in particular Least Developed Countries (LDCs).<\/p>\n

On the other hand, the MC-12 is seen as being carried out at a time when the World Trade Organization is facing a real crisis of confidence, added to the fact of the current crisis in the distribution of some products, caused by the geopolitical situation in Europe.<\/p>\n

Despite this, Secretary of State for Trade and Industry, Amadeu Nunes, told the WTO that “Angola continues to firmly believe that multilateral institutions provide the global framework for peace and stability, including the WTO, which has its irreplaceable role in promoting fair and committed global trade\u201d.<\/p>\n

During his speech, in the session under the theme “Challenges for the Multilateral Trade System”, the head of the Angolan delegation highlighted the difficulties that Angola and other governments face in reaching global trade agreements, from the simple sharing of vaccines for Covid-19. 19, to the major challenges of climate change and other pressing structural issues, which raise many doubts about the capacity of organizations and the multilateral model currently under way.<\/p>\n

For Amadeu Nunes, despite the doubts that arise, Angola does not believe that the Organizations and the current multilateral model are in crisis. Amadeu Nunes understands that the WTO, despite not being perfect, is the only multilateral Organization dealing with international trade, “there are no others”, he stressed, while recognizing that, “despite the proliferation of bilateral free trade agreements, plurilateral, regional and transnational, more than 75 percent of world trade is carried out under WTO rules\u201d.<\/p>\n

On the other hand, the sessions of the 12th Ministerial Trade Conference should record progress in the negotiations on agriculture, special and differential treatment, and joint initiatives and declarations in which groups of WTO members share ideas on issues such as investment facilitation, e-commerce and domestic regulation for services.<\/p>\n

The Secretary of State for Trade considers it urgent to rethink the flexibilities offered to LDCs and developing countries in the rules currently under negotiation. He also referred that “the reform of the WTO can only be done to strengthen multilateralism, as a condition for a fair share of globalization”.<\/p>\n

The head of the national delegation launched an appeal to the pairs, saying that “this is not the time to close ourselves down (…) it is also not the time to passively watch a disintegration of the world economy into separate blocks, which would be organized according to geopolitical considerations, in a kind of return to the unhappy period and mentality of the cold war\u201d.<\/p>\n

He added that “restricting the trade in vaccines to grains, from raw materials to digital goods, will jeopardize the well-being of our societies and these are not rules for multilateral trade, aimed at sustainable development”.<\/p>\n
