Africa-Press – Angola. <\/strong><\/span>The Superior Council of the Judiciary (CSMJ) announced on Sunday (12) the opening of a curriculum-based competition to fill 21 vacancies for presidents of the Provincial Electoral Commissions throughout the country.<\/b><\/p>\n

The decision was taken during the 4th Extraordinary Plenary Session, held on April 8, 2026, due to the end of the terms of the current officials and the need to fill positions in the new provinces.<\/p>\n

According to a CSMJ’s note, judicial magistrates or citizens residing in the respective provinces may apply, provided they meet the requirements of technical merit, moral integrity and reputation compatible with the exercise of public functions.<\/p>\n

Among the requirements are a minimum age of 35, full enjoyment of civil and political rights and absence of conviction for a crime incompatible with public functions.<\/p>\n

Applications must be formalized by means of a request addressed to the CSMJ Chair, within 15 working days, counted from the second publication of the announcement in the Jornal de Angola (Angola Newspaper), accompanied by the background documentation.<\/p>\n

The competition is exclusively based on curriculum and adheres to the principles of legality, equality, impartiality, transparency, merit and publicity.<\/p>\n

According to the regulations, the candidates evaluation is based on a scale of 0 to 100 points, with emphasis on experience in conducting electoral processes, which represents 40% of the total score. Seniority in public service corresponds to 25%, professional merit to 15%, academic training to 10%, and other relevant activities, including teaching and election observation, to 10%.<\/p>\n

In case of a tie, the greater experience in conducting electoral processes will prevail as the tie-breaker criterion.<\/p>\n

The competition jury will be chaired by the Honorable Judge Counselor Carlos Alberto Cavuquila, assisted by the Honorable Judge Counselor Jose\u0301 Sequeira Lopes, as vice-president, and by member Correia Bartolomeu, who will serve as rapporteur.<\/p>\n

After the evaluation, the final ranking list will be drawn up, assessed to approval by the Plenary of the CSMJ and subsequent official publication.<\/p>\n

The results will be announced to the National Electoral Commission, followed by the designation of the approved candidates by resolution to be published in the Official Gazette.<\/p>\n

The competition regulations are available for public consultation on the official CSMJ website, in the \u201cCouncil\/Deliberations\u201d area, in addition to their publication in the Jornal de Angola.<\/p>\n
