Africa-Press – Angola. <\/strong><\/span>The Spring Meetings of the International Monetary Fund (IMF) and the World Bank Group (WB) begin this Monday (13) in Washington D.C., United States of America (USA), with the participation of 191 countries, including Angola.<\/b><\/p>\n

The event to be held under the motto “Building prosperity through policies”, will take place under the context of the war in the Middle East which involves the US and Israel against Iran, whose continuation could lead to increased inflation and a slowdown in global economic growth, harming emerging and more developed countries.<\/p>\n

It is in this context that central bank officials, finance and development ministers, parliamentarians, private sector executives, civil society representatives, and academics will discuss, until the 18th of the current month, policy reforms that support job creation, unlock private investment and boost global economic growth.<\/p>\n

Among the key points of the Bretton Woods institutions’ event is the meeting of the Joint Development Committee of the WB and IMF Group and the IMF’s International Finance Committee, whose background will be the progress of the institutions’ activities.<\/p>\n

Regional information sessions and forums focused on debt issues, economic recovery, private sector mobilization, economic integration, and financial markets are also scheduled.<\/p>\n

The Angolan delegation to the event is headed by the Minister of Finance, Vera Daves de Sousa, and includes the Governor of the Central Bank of Angola (BNA), Manuel Dias, the Secretary of State for Planning, Lui\u0301s Epalanga, along with senior officials and technicians from the two ministerial departments, BNA, the Ministry of Transport, the Ministry of Tourism, as well as the Ministry of Agriculture and Forestry.<\/p>\n

During the six days of activities, the Angolan delegation will participate in statutory meetings, bilateral meetings, side events, as well as interactions with international investors and financial institutions, with a view to strengthening economic cooperation and contributions from Angola’s external resources.<\/p>\n

The agenda includes bilateral meetings with senior officials from the WB and the IMF, highlighting meetings with the economist and IMF Director of the Africa Department, Abebe Aemro Selasse in order to present recent macroeconomic developments and the progress of ongoing structural reforms, and with the Statistics Department, to monitor the reforms being implemented and strengthen technical assistance in Angola.<\/p>\n

The head of mission will open the African Investment Forum and, on that occasion, will emphasize Angola’s commitment to promoting investment and sustainable development.<\/p>\n

They will also participate in the Plenary of the Development Committee and the roundtable between Finance Ministers of the African Union (AU) and the European Union (EU), focusing on the themes of Mobilizing Domestic Resources, Illicit Flows, Cost of Capital and Debt Management.<\/p>\n

The WB spring meetings and the IMF results from the governance structure established shortly after the creation of both institutions in 1932, at the Bretton Woods Conference.<\/p>\n

At that conference, it was stipulated that the governors of the two institutions would meet formally twice a year, in the spring (usually in April) and in the autumn season (called Annual Meetings, held in September or October).<\/p>\n

Unlike the Autumn Annual Meetings, which take place every three years in a different member country, the Spring Meetings are always held in the capital of the USA, where they are headquartered as two institutions.<\/p>\n

The meeting of the Bretton Woods institutions assumes strategic importance for the discussion and presentation of economic policies, analysis of global economic prospects, poverty eradication, and economic development.<\/p>\n

Angola’s relationship with the IMF and WB<\/b><\/p>\n

Over the years, Angola has maintained a fruitful and active relationship with the International Monetary Fund and the World Bank, oriented towards macroeconomic stability, structural reforms, and attracting foreign investment.<\/p>\n

Recently, the Board of Directors of the World Bank, as well as the Board of Directors of the Multilateral Investment Guarantee Agency (MIGA) approved the first of a series of operations aimed at supporting structural reforms and ongoing efforts to diversify the Angolan economy, promote inclusive growth, and intensify job creation, particularly for young people, who constitute the majority of the population according to the National Institute of Statistics (INE).<\/p>\n

The operation comprises a Development Policy Loan of USD 750 million and a Policy-Based Guarantee of USD 240 million, complemented by a second-loss guarantee from MIGA.<\/p>\n

These guarantees, taken together, enable a commercial loan of USD 400 million, bringing the total financial package to approximately USD 1.1 billion.<\/p>\n

These financial instruments, combined with the technical expertise of the entire World Bank Group (WBG), aim to maximize development outcomes for Angola and contribute to preserving debt sustainability and mobilizing the private sector.<\/p>\n

It will also contribute to the development of the Lobito Corridor, a strategic infrastructure linking Zambia and the Democratic Republic of Congo (DRC) to the Port of Lobito in Angola.<\/p>\n
