Africa-Press – Botswana. The Development Manager Model allows for greater efficiency in the implementation of projects, Francistown East Member of Parliament, Mr Buti Billy has said.
Addressing a kgotla meeting at Satellite ward on Tuesday, Mr Billy said by having a dedicated manager to oversee all aspects of development, projects could be completed quicker and with fewer mistakes.
Additionally, he said, the model ensured greater transparency and accountability, as all development decisions were made by an individual.
Mr Billy, who is also the Assistant Minister of Youth, Gender, Sports and Culture, said the Development Manager Model allowed for a more cohesive development vision, as the manager could ensure that all projects were aligned with the overall goals of an organisation.
“The adoption of such a model was informed by the fact that Botswana has continued to experience projects implementation challenges which have led to loss of public funds, slow economic growth and facilitated corruption despite good policies and measures being in place”, Mr Billy explained.
Mr Billy stated that the model allowed for a single point of contact for the project, as only one contractor would be responsible for it, and thus streamline the communication and decision-making processes.
Ward Development Committee Chairperson, Ms Keetlapele Balang decried the poor and dilapidated storm water drainage systems, which she said had been reported for more than a year now.
“For the past few days, as the rain have started, our homes have been flooded with water, and this is due to the poor drainage we have within our streets”, she stated.
While she welcomed the Development Manager Model, Ms Balang said contractors should employ people from the community to help curb unemployment within Satellite.
Water Utilities Corporation Senior Technical Officer in Francistown, Mr Gift Moses stated that the corporation shared the residents’ concerns about the drainage systems within Francistown.
“Our pipes are old as they date back to 1970, which is why they are prone to damage”, he said.
He assured residents that as part of the Francistown Water Master Plan, old broken pipes would be mended and the drainage system fixed.
He disclosed that the project was currently underway.
