Africa-Press – Botswana. <\/strong> <\/span>The nuclear cooperation agreement signed by Rwanda with Russia appears to be a technical agreement in nuclear medicine, training, and scientific research. However, it reveals, according to a report by Vivian Wandera, a broader shift in the calculations of African countries seeking to diversify their partnerships rather than relying on a single power.<\/p>\n

Rwanda signed the agreement on May 19 during the Nuclear Innovation Summit in Kigali, as part of a government ambition to position the country as a regional hub for technology, innovation, and advanced healthcare. The agreement does not aim to generate electricity directly in its current phase but focuses on nuclear medicine, capacity building, and training, while exploring the establishment of a small modular reactor and a center for nuclear science and technology.<\/p>\n

A Balance, Not an Alignment<\/b><\/p>\n

Kigali does not present its partnership with Moscow as a shift to a new camp. The spokesperson for the Rwandan government, Yolande Makolo, stated that the country has also signed memoranda of understanding with the U.S. government on civil nuclear cooperation, in addition to agreements with entities from South Africa and Austria.<\/p>\n

In this sense, Rwanda is not distancing itself from the West as much as it is refusing to limit its options to it. President Paul Kagame’s policy is based on keeping channels open with the United States, China, Europe, the Gulf, and Russia, segmenting issues according to interests: nuclear cooperation with Moscow, health and technology partnerships with other parties, and defense dialogues with Western powers.<\/p>\n

Wandera quotes Beverly Ochieng, a senior analyst at Control Risks, stating that Rwanda is capable of managing multiple bilateral partnerships and that it employs each pathway to serve its priorities, rather than being entirely dependent on a single partner.<\/p>\n

Shifting Influence<\/b><\/p>\n

Wandera places the agreement within a changing map of African influence. Trust in the reliability of Western partners has declined among several African capitals due to shifting priorities between administrations, with aid or security funding sometimes tied to political and human rights conditions.<\/p>\n

In this context, Moscow operates with a discourse based on non-interference and respect for sovereignty. Wandera cites diplomacy and international relations professor Macharia Munene, who notes that Russia benefits from the declining trust in the consistency of Western policies, and that some African leaders find its approach more predictable: investment and training without many overt conditions.<\/p>\n

Russia is not acting alone. China is expanding its economic presence on the continent, while the United States maintains security partnerships in East Africa and the Horn of Africa. Amid these powers, African countries are trying to turn international competition into a space for maneuvering, rather than a new dependency.<\/p>\n

Nuclear as a Symbol of Ambition<\/b><\/p>\n

Nuclear agreements in Africa carry meaning beyond energy alone. They signify a scientific and industrial ambition, giving the country an image of striving to possess advanced technology, even before reaching operational facilities.<\/p>\n

Thus, the Rwandan project is linked to a broader vision of transforming the country into a knowledge-based economy. The proposed center may eventually include a research reactor, laboratories, training facilities, and infrastructure for nuclear medicine, making it a tool for healthcare, scientific research, and capacity building.<\/p>\n

However, Wandera reports that experts warn the road is long and costly; nuclear programs require strict oversight, organizational expertise, and extended funding. Ochieng cautions that many Russian nuclear agreements remain symbolic in their early stages, and it may take a decade or more for them to transform into operational facilities.<\/p>\n

Moreover, Wandera points out that Rwanda is not an isolated case; Kenya, Uganda, and Ethiopia have shown long-term interest in nuclear energy, although progress has been slow. This indicates that nuclear technology, whether in medicine, research, or energy, has become part of national prestige and economic strategy considerations in Africa.<\/p>\n
