Il a \u00e9t\u00e9 remis au ministre de l\u2019\u00e9ducation nationale et de la promotion des langues nationale, Lionel Bilgo ce lundi 11 juillet 2022, au cours d\u2019une c\u00e9r\u00e9monie.<\/b><\/p>\n<p>L\u2019option de garder le lyc\u00e9e Philippe Zinda Kabor\u00e9 comme un \u00e9tablissement ordinaire ne pose pas d\u00e9bat. Ce qui pose probl\u00e8me, c\u2019est la date de sa r\u00e9ouverture. A ce niveau, le comit\u00e9 de r\u00e9flexion a soumis \u00e0 l\u2019appr\u00e9ciation du ministre en charge de l\u2019\u00e9ducation deux propositions. Il s\u2019agit d\u2019une r\u00e9ouverture \u00e0 minima d\u00e8s la rentr\u00e9e 2022-2023.<\/p>\n<p>Cette perspective n\u00e9cessite la r\u00e9fection compl\u00e8te d\u2019un b\u00e2timent p\u00e9dagogique, d\u2019un b\u00e2timent administratif et la construction de latrines pour les \u00e9l\u00e8ves. Toutefois, au regard du co\u00fbt des travaux, qui s\u2019\u00e9valuent \u00e0 1 milliard 190 millions de francs CFA, des proc\u00e9dures et des d\u00e9lais qui restent, seules des mesures tr\u00e8s exceptionnelles pourraient faire aboutir cette perspective, pr\u00e9cise le pr\u00e9sident du comit\u00e9, Ibrahima Sanon, par ailleurs secr\u00e9taire g\u00e9n\u00e9ral dudit minist\u00e8re. Neuf mois et demi sont selon les techniciens, n\u00e9cessaires pour mettre ces b\u00e2timents en l\u2019\u00e9tat.<\/p>\n<p>La deuxi\u00e8me option consiste \u00e0 recouvrir le lyc\u00e9e seulement \u00e0 la rentr\u00e9e 2023-2024. Cette perspective requiert la r\u00e9fection de l\u2019ensemble des infrastructures, la construction d\u2019un m\u00fbr et des latrines pour les \u00e9l\u00e8ves. Elle peut se r\u00e9aliser selon les proc\u00e9dures ordinaires malgr\u00e9 son co\u00fbt. Il indique que son co\u00fbt a fait l\u2019objet d\u2019une feuille de route de sa mise en \u0153uvre et les d\u00e9tails de cette feuille de route ainsi que les conditions \u00e0 remplir pour chacune des options sont consign\u00e9s dans le rapport.<\/p>\n<p>Pour ce qui concerne la r\u00e9ouverture du lyc\u00e9e d\u00e9partemental de Bissiga, le comit\u00e9 a tabl\u00e9 sur une proposition : sa r\u00e9ouverture pour la rentr\u00e9e 2022-2023 sous la forme d\u2019un lyc\u00e9e ordinaire ne comprenant que le second cycle. Les s\u00e9ries A, C et D ont \u00e9t\u00e9 retenues au regard de l\u2019existence de plusieurs CEG dans la commune et villages environnant.<\/p>\n<p><b>De la prise en compte de l\u2019ensemble des aspirations<\/b><\/p>\n<p>\u00ab Soyez rassur\u00e9s nous en ferons bon usage. Ce travail a \u00e9t\u00e9 un travail d\u2019orf\u00e8vre, un travail inclusif tant les partenaires sociaux, les parents d\u2019\u00e9l\u00e8ves, les syndicats ainsi que les doyens du syst\u00e8me \u00e9ducatif ont pu apporter leurs contributions et leur sage \u00e9clairage afin que des d\u00e9cisions consensuelles mais aussi \u00e9clair\u00e9es puissent \u00eatre prises \u00bb, a d\u00e9clar\u00e9 Lionel Bilgo. Au nom de l\u2019ensemble des acteurs du syst\u00e8me \u00e9ducatif burkinab\u00e8, il a remerci\u00e9 le comit\u00e9 pour son engagement ainsi que le \u00ab s\u00e9rieux \u00bb mis en \u0153uvre pour finaliser ce rapport.<\/p>\n<p>Le ministre a affirm\u00e9 ne pas douter de la prise en compte de l\u2019ensemble des aspirations. Il est \u00e9galement convaincu qu\u2019il va mettre \u00e0 nu l\u2019\u00e9tat piteux de bon nombre d\u2019\u00e9tablissements dans notre pays. A cet effet, avant m\u00eame la fin de ce rapport, le ministre a fait savoir qu\u2019il avait d\u00e9j\u00e0 demand\u00e9 \u00e0 la Direction g\u00e9n\u00e9rale des \u00e9tudes statistiques sectorielles (DEGSS) de faire le point sur l\u2019\u00e9tat d\u2019autres \u00e9tablissements \u00ab embl\u00e9matiques \u00bb qui ont offert au Burkina Faso une ressource humaine de qualit\u00e9 tout au long de ces ann\u00e9es depuis l\u2019ind\u00e9pendance jusqu\u2019\u00e0 nos jours.<\/p>\n<p>Le comit\u00e9 de r\u00e9flexion de la r\u00e9ouverture des deux lyc\u00e9es est compos\u00e9 d\u2019une vingtaine de membre et pr\u00e9sid\u00e9 par le secr\u00e9taire g\u00e9n\u00e9ral du minist\u00e8re de l\u2019Education, Ibrahima Sanon. Le directeur de cabinet, un charg\u00e9 de mission, du directeur administratif financier du DGESS dudit minist\u00e8re font office dans ce comit\u00e9. Y figure \u00e9galement, trois repr\u00e9sentants des syndicats de l\u2019\u00e9ducation, deux techniciens de b\u00e2timent, le directeur des march\u00e9s publics et des personnes ressources dont l\u2019ancien proviseur du Zinda, l\u2019ancien proviseur de lyc\u00e9e d\u00e9partemental de Bissiga.<\/p>\n<p>En rappel, le gouvernement a d\u00e9cid\u00e9 de la fermeture du lyc\u00e9e Philippe Zinda Kabor\u00e9 le 25 mai 2021 suite \u00e0 un mouvement des \u00e9l\u00e8ves qui a occasionn\u00e9 la mort d\u2019un \u00e9l\u00e8ve. Cet \u00e9tablissement comptait environ 4 000 \u00e9l\u00e8ves r\u00e9partis en 75 salles de classes. Le lyc\u00e9e d\u00e9partemental de Bissiga, dans la province du Boulgou, r\u00e9gion du Centre-est, lui a \u00e9t\u00e9 ferm\u00e9 le 12 mars 2021.<\/p>\n\r\n                <style
