{"id":9523,"date":"2021-04-08T14:06:06","date_gmt":"2021-04-08T14:06:06","guid":{"rendered":"https:\/\/www.africa-press.net\/burkina-faso\/?p=9523"},"modified":"2021-04-17T12:27:31","modified_gmt":"2021-04-17T12:27:31","slug":"projets-de-developpement-integre-communaux-le-deblocage-des-fonds-en-debats","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/burkina-faso\/homepage-french\/projets-de-developpement-integre-communaux-le-deblocage-des-fonds-en-debats","title":{"rendered":"Projets de d\u00e9veloppement int\u00e9gr\u00e9 communaux : Le d\u00e9blocage des fonds en d\u00e9bats"},"content":{"rendered":"<p><span style=\"color: #ff6600\"><strong><a href=\"https:\/\/www.africa-press.net\/\">Africa-Press<\/a> &#8211; <a href=\"https:\/\/www.africa-press.net\/burkina-faso\">Burkina Faso<\/a>. <\/strong><\/span><b>La coordination du Programme d\u2019investissement forestier (PIF) a organis\u00e9, vendredi 2 avril 2021 \u00e0 Ouagadougou, un atelier-bilan des Projets de d\u00e9veloppement int\u00e9gr\u00e9 communaux (PDIC\/REDD+) afin de faciliter le d\u00e9blocage des fonds restants avant la fin du programme pr\u00e9vue le 30 juin prochain.<\/b><\/p>\n<p>Dans le cadre de la mise en \u0153uvre des Projets de d\u00e9veloppement int\u00e9gr\u00e9 communaux (PDIC\/REDD+), initi\u00e9 par le Programme d\u2019investissement forestier (PIF), 32 communes rurales sont concern\u00e9es. A trois mois de la fin du projet, plus d\u2019un milliard et demi FCFA reste toujours \u00e0 d\u00e9caisser. Afin d\u2019appr\u00e9cier les r\u00e9alisations enregistr\u00e9es et d\u2019identifier les difficult\u00e9s sp\u00e9cifiques rencontr\u00e9es par les communes \u00e0 faible performance de d\u00e9caissement, le minist\u00e8re de l\u2019Environnement, de l\u2019\u00c9conomie verte et du Changement climatique, a organis\u00e9 un atelier bilan avec l\u2019ensemble des communes d\u2019intervention du projet.<\/p>\n<p>La rencontre s\u2019est tenue, vendredi 2 avril 2021, \u00e0 Ouagadougou et pr\u00e9sid\u00e9e par le ministre en charge du d\u00e9partement, Sim\u00e9on Sawadogo. Celui-ci a rappel\u00e9 que les financements allou\u00e9s au Burkina Faso, dans le cadre du PIF, sont un don et toute ressource non d\u00e9caiss\u00e9e, au 30 juin 2021, date de la fin du projet, sera perdue. \u00ab Un tel sc\u00e9nario est inadmissible pour un pays comme le n\u00f4tre \u00e0 ressources limit\u00e9es. J\u2019ai donc, personnellement, souhait\u00e9 cette rencontre afin d\u2019interpeller tous les acteurs pour nous permettre de relever le d\u00e9fi de d\u00e9caisser \u00e0 100% les financements destin\u00e9s \u00bb, a indiqu\u00e9 Sim\u00e9on Sawadogo. Pour ce faire, a-t-il signifi\u00e9, les participants \u00e0 la rencontre vont faire le point des d\u00e9caissements restants, d\u00e9finir des strat\u00e9gies \u00e0 d\u00e9velopper pour faciliter le d\u00e9blocage des fonds et d\u2019identifier les difficult\u00e9s rencontr\u00e9es inhibant l\u2019atteinte des objectifs.<\/p>\n<p>En attendant, le ministre en charge de l\u2019environnement a appr\u00e9ci\u00e9 les r\u00e9sultats d\u00e9j\u00e0 atteints. En termes d\u2019acquis engrang\u00e9s, M. Sawadogo a, en effet, cit\u00e9 entre autres, l\u2019identification et l\u2019am\u00e9nagement de 71 espaces de conservation totalisant pr\u00e8s de 30 000 hectares, le reboisement de plus de 600 plants, l\u2019am\u00e9nagement de 73 hectares de bas-fonds et 56 hectares de p\u00e9rim\u00e8tre mara\u00eechers, l\u2019am\u00e9nagement de 2230 hectares d\u2019aires de p\u00e2ture et de 30 parcs de vaccination \u00e9quip\u00e9s de 49 forages pastoraux, etc. Ces r\u00e9sultats, a-t-il laiss\u00e9 entendre, correspondent \u00e0 un taux de d\u00e9caissement moyen de 88%, soit 3, 920 milliards sur 4,480 milliards FCA.<\/p>\n<p>\u00ab Il se d\u00e9gage un reliquat \u00e0 d\u00e9caisser de 1, 442 500 milliard pour les financements initiaux et compl\u00e9mentaires. Et, c\u2019est l\u00e0 le v\u00e9ritable d\u00e9fi auquel nous devons faire face au cours des trois mois restants \u00bb, a martel\u00e9 Sim\u00e9on Sawadogo. Pour le Coordonnateur national du PIF, So Jean Bosco, ces r\u00e9alisations s\u2019inscrivent dans la dynamique globale des objectifs du projet. \u00ab L\u2019approche REED+ est beaucoup plus focalis\u00e9e sur la cr\u00e9ation, l\u2019am\u00e9nagement et la s\u00e9curisation des espaces de conservation \u00bb, a-t-il dit. Celles-ci, a soutenu M. So, sont n\u00e9cessaires \u00e0 une gestion int\u00e9gr\u00e9e des terroirs et \u00e0 un d\u00e9veloppement des communes tout en limitant l\u2019impact en termes de d\u00e9gradation des for\u00eats et de perte de biomasse.<\/p>\n<p>Le repr\u00e9sentant- r\u00e9sident de la Banque mondiale, Mirko Serkovic, sp\u00e9cialiste en environnement, a salu\u00e9 la tenue de cette rencontre qui, de son point de vue, devra permettre de relever les difficult\u00e9s inh\u00e9rentes au d\u00e9blocage des fonds, au bonheur des communes b\u00e9n\u00e9ficiaires. \u00ab Pour nous, il s\u2019agit de maximaliser l\u2019utilisation des ressources allou\u00e9es disponibles avant la cl\u00f4ture du projet afin de faciliter sa mise \u00e0 l\u2019\u00e9chelle de 30 \u00e0 90 communes \u00bb, a fait savoir Mirko Serkovic.
