De la liaison autorouti\u00e8re avec le Togo au corridor ferroviaire Ouaga-Tema-Accra, les projets sont nombreux. Reste \u00e0 les financer.<\/p>\n<p>\u00ab Nous allons lever des ressources \u00e0 hauteur de 200 milliards de F CFA [pr\u00e8s de 305 millions d\u2019euros] afin d\u2019alimenter le Fonds sp\u00e9cial routier [FSR] pour financer la construction de nouvelles routes, comme celle reliant Tenkodogo \u00e0 Ouargaye, \u00e0 la fronti\u00e8re du Togo \u00bb, nous confiait en f\u00e9vrier le ministre burkinab\u00e8 des Infrastructures, \u00c9ric Bougouma.<\/p>\n<p>Une somme qui devra \u00eatre apport\u00e9e par un pool bancaire local, au sein duquel figurent la filiale du groupe fran\u00e7ais Soci\u00e9t\u00e9 g\u00e9n\u00e9rale et Ecobank. \u00ab Le sujet est sur la table, mais il est loin d\u2019\u00eatre boucl\u00e9 \u00bb, pr\u00e9cise cependant un acteur de la place financi\u00e8re ouagalaise impliqu\u00e9 dans le dossier.<\/p>\n<p><b>Taxes sur les produits p\u00e9troliers<\/b><\/p>\n<p>Les autorit\u00e9s burkinab\u00e8 ont en effet engag\u00e9 des n\u00e9gociations avec les banques sur les conditions li\u00e9es aux emprunts que n\u00e9cessitent ces projets, qu\u2019elles comptent rembourser gr\u00e2ce aux ressources propres du FSR. Ces derni\u00e8res reposent sur la taxe sur les produits p\u00e9troliers, dont le montant s\u2019\u00e9l\u00e8ve \u00e0 plus de 50 milliards de F CFA, et sur celle relative aux p\u00e9ages, estim\u00e9e \u00e0 7 milliards de F CFA.<\/p>\n<p>Parmi les projets embl\u00e9matiques appel\u00e9s \u00e0 \u00eatre financ\u00e9s dans ce cadre : les \u00e9tudes (qui doivent \u00eatre lanc\u00e9es cette ann\u00e9e) pour le d\u00e9doublement de la voie existante et la construction d\u2019une autoroute entre la capitale burkinab\u00e8 et la fronti\u00e8re togolaise, ainsi que les travaux des tron\u00e7ons entre Gaoua et la fronti\u00e8re ivoirienne via Bati\u00e9, dans le sud-ouest du pays (soit environ 100 km), et entre Fada-Ngourma et Gay\u00e9ri, dans l\u2019est (environ 75 km).<\/p>\n<p>Autre chantier prioritaire pour \u00c9ric Bougouma, dont le financement est pour l\u2019instant distinct de celui du FSR : l\u2019\u00e9largissement de l\u2019avenue Bassawarga, un axe majeur et totalement congestionn\u00e9, en plein c\u0153ur de la capitale, afin de fluidifier le trafic entre le quartier de Ouaga 2000 et le centre-ville.<\/p>\n<p><b>Des consortiums au taquet<\/b><\/p>\n<p>C\u00f4t\u00e9 chemin de fer, les n\u00e9gociations avec la filiale locale de Bollor\u00e9 Transport &amp; Logistics marquent le pas en ce qui concerne la r\u00e9habilitation de la voie ferr\u00e9e Abidjan-Ouagadougou, pour laquelle le groupe fran\u00e7ais s\u2019\u00e9tait engag\u00e9 \u00e0 injecter 400 millions d\u2019euros au terme de la convention de concession r\u00e9vis\u00e9e (CCR) adopt\u00e9e en d\u00e9cembre 2018.<\/p>\n<p>D\u00e9sormais, l\u2019\u00c9tat burkinab\u00e8 mise avant tout sur le corridor ferroviaire Ouaga-Tema-Accra. Avec les autorit\u00e9s ghan\u00e9ennes voisines, il cherche des partenaires techniques et financiers afin de constituer un partenariat public-priv\u00e9 (PPP) pour la construction et l\u2019exploitation du r\u00e9seau ferroviaire qui reliera les deux capitales.<\/p>\n<p>La s\u00e9lection finale a retenu trois groupements pour l\u2019ex\u00e9cution des travaux, dont le lancement est pr\u00e9vu avant la fin de 2021. Il s\u2019agit du consortium entre China Railway Engineering Group, China Railway Design et Consulting Group d\u2019une part, et de celui entre les europ\u00e9ens Frontline, Mota-Engil, Deutsche Bahn et Siemens d\u2019autre part, ainsi que du groupement entre les am\u00e9ricains African Global Development et NSA Corp et les cabinets d\u2019ing\u00e9nierie enregistr\u00e9s en Gr\u00e8ce Race Consulting et Kalliergos.<\/p>\n<p>Pour tenir compte des besoins \u00e9conomiques des deux pays, un nouveau trac\u00e9 propos\u00e9 par le comit\u00e9 conjoint d\u2019experts rallonge la ligne d\u2019environ 420 km, la portant \u00e0 une longueur totale de 1 529 km. Le Burkina a par exemple demand\u00e9 l\u2019ajout d\u2019une ligne secondaire de 218 km pour y connecter le gisement de mangan\u00e8se de Tambao, en passant par la ville de Garango (Centre-Est). Au Ghana, l\u2019\u00e9volution du trac\u00e9 pr\u00e9voit une connexion avec la ville de Dambai (ouest) afin, l\u00e0 aussi, de prendre en compte son potentiel minier.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Africa-Press &#8211; Burkina Faso.
