Il a \u00e9t\u00e9 brutalement interrompu, avant de revenir sur la table \u00e0 la suite de la rencontre de Toronto.<\/p>\n<p>On reparle de la m\u00e9diation suisse, qui avait, en 2019, suscit\u00e9 des espoirs dans le cadre d&rsquo;une r\u00e9solution pacifique de la crise qui perdure depuis quatre ans dans les r\u00e9gions anglophones du Cameroun. R\u00e9unis au Canada il y a un peu plus d&rsquo;un mois, des leaders anglophones ont sign\u00e9 une d\u00e9claration qui va dans le sens d&rsquo;une relance de la m\u00e9diation du gouvernement suisse. De quoi s&rsquo;agit-il?<\/p>\n<p>Deux ans apr\u00e8s le d\u00e9clenchement des violences, la piste suisse semblait \u00eatre l&rsquo;offre de m\u00e9diation la plus s\u00e9rieuse entre les s\u00e9paratistes des r\u00e9gions du Nord-Ouest et du Sud-Ouest et le gouvernement camerounais, pour mettre terme au conflit arm\u00e9. Surtout parce que la demande, de source bien inform\u00e9e, \u00e9tait venue du c\u00f4t\u00e9 des s\u00e9paratistes.<\/p>\n<p>En fin 2018, certains de leurs leaders approchent l&rsquo;ambassade de Suisse au Cameroun. La conf\u00e9d\u00e9ration helv\u00e9tique offre ses services. Dans un communiqu\u00e9 sur son site le 27 juin 2019, le Le D\u00e9partement f\u00e9d\u00e9ral des affaires \u00e9trang\u00e8res (Dfae), d\u00e9clarait : \u00ab\u00a0\u00c0 la demande des parties, la Suisse joue le r\u00f4le de facilitateur dans la crise du nord-ouest et du sud-ouest du Cameroun.<\/p>\n<p>\u00c0 cette fin, une deuxi\u00e8me r\u00e9union pr\u00e9paratoire avec divers groupes d&rsquo;opposition camerounais a eu lieu en Suisse du 25 au 27 juin 2019. Le D\u00e9partement f\u00e9d\u00e9ral des affaires \u00e9trang\u00e8res (DFAE) s\u2019emploie \u00e0 trouver une solution pacifique et durable \u00e0 la crise dans le Nord-Ouest et le Sud-Ouest du Cameroun, en collaboration avec le \u00abCentre pour le dialogue humanitaire \u00bb (HD Centre). La Suisse a \u00e9t\u00e9 mandat\u00e9e par une majorit\u00e9 des parties pour faciliter un processus de n\u00e9gociation inclusif\u00a0\u00bb.<\/p>\n<p>Le communiqu\u00e9 \u00e9tait publi\u00e9 apr\u00e8s une premi\u00e8re rencontre entre les leaders s\u00e9paratistes et les m\u00e9diateurs suisses et en pr\u00e9lude \u00e0 une seconde, dans le but de pr\u00e9parer les n\u00e9gociations avec les autorit\u00e9s camerounaises. Ces derni\u00e8res auraient d\u00e9clar\u00e9 leur accord pour cette initiative. Mais il n&rsquo;y a plus rien eu. Pourquoi le processus s&rsquo;est-il brutalement arr\u00eat\u00e9 ? Le gouvernement camerounais a-t-il pens\u00e9 qu&rsquo;il avait d\u00e9sormais les cartes en main ? Les rebelles se sont-ils m\u00e9fi\u00e9s des Suisses ?<\/p>\n<p>Les autorit\u00e9s suisses, du fait de l&rsquo;absence d&rsquo;un ambassadeur au Cameroun pendant une certaine p\u00e9riode ont-elles lev\u00e9 le pied ? Plusieurs hypoth\u00e8ses sont avanc\u00e9es pour tenter de comprendre l&rsquo;enlisement d&rsquo;une initiative qui semblait salutaire.
