Africa-Press – Cameroun. <\/strong><\/span>(Investir au Cameroun) – Avec une enveloppe de 488 millions de dollars d\u2019investissements directs \u00e9trangers (IDE) capt\u00e9s au cours de l\u2019ann\u00e9e 2020, soit 284 milliards de FCFA (plut\u00f4t 341,3 milliards de FCFA selon le Comit\u00e9 national de la balance des paiements qui prend en compte d\u2019autres composantes, NDLR), le Cameroun a enregistr\u00e9 le plus faible volume d\u2019IDE re\u00e7u sur 5 ans.<\/p>\n

Mais, cette enveloppe a permis de porter \u00e0 9\u2009026 millions de dollars (5\u202f434,3 milliards de FCFA) le stock d\u2019IDE capt\u00e9 par le pays depuis l\u2019ann\u00e9e 2000, selon les estimations contenues dans le rapport 2021 sur l\u2019investissement dans le monde publi\u00e9 par la Conf\u00e9rence des Nations unies sur le commerce et le d\u00e9veloppement (Cnuced).<\/p>\n

L\u2019analyse des estimations publi\u00e9es par cet organisme onusien permet de constater une multiplication pratiquement par 10 du stock d\u2019IDE sur les 20 derni\u00e8res ann\u00e9es. En effet, le stock global est pass\u00e9 de 917 millions de dollars (552 milliards de FCFA) en 2000 \u00e0 9\u2009026 millions de dollars (5\u2009434,3 milliards de FCFA) en 2020, soit une hausse de pr\u00e8s de 1000%.<\/p>\n

Le rapport de la Cnuced susmentionn\u00e9 n\u2019explique pas les origines de cette forte progression des stocks d\u2019IDE re\u00e7us par le Cameroun au cours des 20 derni\u00e8res ann\u00e9es. Mais, de sources vari\u00e9es, cette r\u00e9alit\u00e9 s\u2019explique par l\u2019intensification des investissements chinois dans le pays.<\/p>\n

\u00ab\u2009Entre 2000 et 2014, le Cameroun a capt\u00e9 2750 milliards de FCFA d\u2019investissements directs \u00e9trangers (IDE), dont 1850 milliards de FCFA provenant de la Chine. Ce qui repr\u00e9sente environ 67% des IDE entrant au Cameroun\u2009\u00bb, indique un document de la pr\u00e9sidence de la R\u00e9publique citant les donn\u00e9es de la Cnuced.<\/p>\n

Cette pr\u00e9dominance des investissements chinois au Cameroun s\u2019est renforc\u00e9e \u00e0 la faveur du lancement dans les ann\u00e9es 2010 des projets structurants de premi\u00e8re g\u00e9n\u00e9ration (ponts, routes, barrages, etc.). Tract\u00e9es par Eximbank China, la banque publique chinoise, dont les financements sont li\u00e9s (chaque pr\u00eat-projet est accompagn\u00e9 du nom de l\u2019entreprise devant ex\u00e9cuter le contrat), les entreprises chinoises sont toujours en pole position au terme des appels d\u2019offres. Il s\u2019agit principalement de CCCC, CWE, CHEC, Sinohydro\u2026 dans les infrastructures\u2009; Huawei et ZTE dans les t\u00e9l\u00e9coms\u2026<\/p>\n
