Africa-Press – Cameroun. <\/strong><\/span>Investir au Cameroun) – L\u2019entreprise Gaz du Cameroun, qui exploite un gisement de gaz dans la localit\u00e9 de Logbaba \u00e0 Douala, capitale \u00e9conomique du Cameroun, est confront\u00e9e \u00e0 des difficult\u00e9s financi\u00e8res. Une d\u00e9cision d\u2019arbitrage irr\u00e9vocable la contraint \u00e0 payer un total de 12,1 millions $ (soit 7,4 milliards de FCFA, \u00e0 la valeur actuelle du dollar) \u00e0 RSM Corporation, un de ses actionnaires.<\/p>\n

Le 4 avril 2022, Victoria O\u00efl and Gas (VOG), premier actionnaire de GDC avec 57% de participations, a donn\u00e9 l\u2019information dans un communiqu\u00e9 destin\u00e9 aux investisseurs de la bourse de Londres o\u00f9 elle est cot\u00e9e. L\u2019entreprise a, par ailleurs, indiqu\u00e9 que le titre \u00e9tait suspendu de toutes les formes de transactions. Depuis cette date, la situation n\u2019a pas beaucoup \u00e9volu\u00e9.<\/p>\n

La Chambre internationale de commerce (CCI) de Londres, qui a instruit la proc\u00e9dure, a conclu qu\u2019au d\u00e9but de l\u2019ann\u00e9e 2016, GDC a commenc\u00e9 \u00e0 tort \u00e0 inclure 4 mois \u00e0 l\u2019avance la redevance de Cameroon Holdings Limited. L\u2019instance a estim\u00e9 que la cons\u00e9quence de cette date de paiement anticip\u00e9e est que RSM doit maintenant recevoir 10,6 millions $ (6,5 milliards de FCFA) assortis d\u2019int\u00e9r\u00eats. \u00ab\u2009Conform\u00e9ment aux r\u00e8gles d\u2019arbitrage de la CCI, la sentence est sans appel et doit \u00eatre pay\u00e9e sans d\u00e9lai\u2009\u00bb, peut-on lire dans un communiqu\u00e9 de VOG.<\/p>\n

\u00ab\u2009Les montants en litige dans l\u2019arbitrage de la Chambre internationale de commerce sont importants, et une conclusion d\u00e9favorable aurait un impact significatif sur les pr\u00e9visions de tr\u00e9sorerie du groupe et sa capacit\u00e9 \u00e0 poursuivre son activit\u00e9\u2009\u00bb, a fait savoir Victoria O\u00efl and Gas en novembre 2021, en annon\u00e7ant ses performances financi\u00e8res des 6 premiers mois de l\u2019ann\u00e9e.<\/p>\n

Cons\u00e9quences<\/b><\/p>\n

Gaz du Cameroun a jusqu\u2019au moins de juin 2022 pour payer la somme due \u00e0 RSM, mais ne poss\u00e9dait qu\u2019une tr\u00e9sorerie de 1,6 million $ (moins d\u2019un milliard de FCFA), selon ses plus r\u00e9cents r\u00e9sultats. Le 2 mars 2022, l\u2019entreprise a annonc\u00e9 \u00eatre en qu\u00eate d\u2019un pr\u00eat de 1,5 million $ (moins d\u2019un milliard de FCFA).<\/p>\n

L\u2019affaire est illustrative des tractations complexes sur les ressources naturelles en Afrique. En 2016, au moment des faits, Cameroon Holdings Limited, b\u00e9n\u00e9ficiaire des redevances querell\u00e9es, \u00e9tait d\u00e9tenu \u00e0 65% par Logbaba Project, aujourd\u2019hui devenu Gaz du Cameroun, et \u00e0 35% par Victoria Oil and Gas. Les deux entit\u00e9s recevaient des dividendes sur ses b\u00e9n\u00e9fices.<\/p>\n

Cette d\u00e9cision survient \u00e0 la suite d\u2019un accord financier trouv\u00e9 avec RSM sur une autre affaire. Mais, il n\u2019est pas s\u00fbr que les montants n\u00e9cessaires soient disponibles. Cette situation est un risque pour le secteur bancaire local, engag\u00e9 \u00e0 hauteur de plusieurs milliards de FCFA aupr\u00e8s de GDC. Elle est aussi une source de pr\u00e9occupation pour les entreprises dont la fourniture en \u00e9nergie d\u00e9pend de GDC ou qui comptent sur cette soci\u00e9t\u00e9 pour d\u00e9velopper leurs projets.<\/p>\n
