Africa-Press – Cameroun. <\/strong><\/span>Investir au Cameroun) – Selon le document de programmation \u00e9conomique et budg\u00e9taire a\u0300 moyen terme (2023-2025) de l\u2019\u00c9tat du Cameroun, base du d\u00e9bat d\u2019orientation budg\u00e9taire (DOB) 2022, le gouvernement ambitionne de contenir l\u2019endettement du pays \u00e0 50% du PIB en 2025, contre 45,1% \u00e0 fin mai 2022. Ce qui signifie qu\u2019au cours de la p\u00e9riode d\u2019un peu plus de 3 ans allant de juin 2022 \u00e0 2025, l\u2019\u00c9tat du Cameroun entend accro\u00eetre son endettement de seulement 4,3% du PIB.<\/p>\n

Le Cameroun projette son PIB nominal \u00e0 33\u2009026 milliards de FCFA en 2025. Pour contenir son endettement \u00e0 50% du PIB \u00e0 cette date, le pays devrait donc augmenter sa dette, \u00e9valu\u00e9e \u00e0 11\u2009672 milliards de FCFA \u00e0 fin mai 2022, d\u2019au plus 1420 milliards de FCFA, soit de moins de 400 milliards de FCFA par an. Ce qui est un vrai d\u00e9fi. Pour s\u2019en rendre compte, il faut savoir que la dette du secteur public dans le pays a cr\u00fb de plus 4\u2009000 milliards FCFA entre 2016 et 2020, passant de 6\u2009000 \u00e0 10\u2009000 milliards FCFA sur une p\u00e9riode de 4 ans. Au cours des deux derni\u00e8res ann\u00e9es, la dette publique a progress\u00e9 de 1026 milliards en 2021 et 512 milliards de FCFA en 2020.<\/p>\n

Pour atteindre son objectif, le Cameroun pr\u00e9voit de mettre un accent sur le r\u00e8glement de la dette \u00e0 bonne date et l\u2019apurement de tous les arri\u00e9r\u00e9s int\u00e9rieurs (restes \u00e0 payer, dettes flottantes, dettes non structur\u00e9es\u2026). Le pays mise aussi sur la mobilisation efficiente des ressources \u00e0 travers une programmation optimale des tirages ext\u00e9rieurs et des \u00e9missions de titres publics. Toutes choses qui seront assur\u00e9es par des mesures administratives comme le respect des plafonds d\u2019endettement d\u00e9finies dans la strat\u00e9gie d\u2019endettement ou encore l\u2019obligation de saisir le Comit\u00e9 national de la dette publique (CNDP).<\/p>\n

\u00c0 ce jour la dette publique du Cameroun est jug\u00e9e \u00ab\u2009viable, avec un risque de surendettement \u00e9lev\u00e9\u2009\u00bb. L\u2019objectif final du gouvernement est de ramener le risque de surendettement \u00e0 un niveau mod\u00e9r\u00e9, voire faible, dans quelques ann\u00e9es pour am\u00e9liorer les conditions d\u2019endettement du pays (r\u00e9duction des taux d\u2019int\u00e9r\u00eat, augmentation des maturit\u00e9s\u2026). Pour cela, en plus de r\u00e9duire son rythme d\u2019endettement, le pays pr\u00e9voit \u00e9galement d\u2019\u00e9largir progressivement de l\u2019assiette fiscale et de renforcer la capacit\u00e9 de mobilisation des recettes d\u2019exportations gr\u00e2ce \u00e0 sa politique d\u2019import-substitution.<\/p>\n
