Africa-Press – Cameroun. <\/strong><\/span>Investir au Cameroun) – Le Fonds mon\u00e9taire international (FMI) a annonc\u00e9 le 25 juillet 2022 que son Conseil d\u2019administration a valid\u00e9 la 2e revue des accords avec le Cameroun, au titre de la Facilit\u00e9 \u00e9largie de cr\u00e9dit (FEC) et du M\u00e9canisme \u00e9largi de cr\u00e9dit (MEDC). L\u2019approbation de cette 2e revue du programme \u00e9conomique et financier triennal (2021-2024) sign\u00e9 entre le Cameroun et cette institution de Bretton Woods permet au pays de b\u00e9n\u00e9ficier d\u2019un nouveau d\u00e9caissement de 72,9 millions de dollars, soit 46,8 milliards de FCFA.<\/p>\n

Cette nouvelle enveloppe, selon le FMI, porte \u00e0 346,1 millions de dollars, soit un peu plus de 222,2 milliards de FCFA, le volume des d\u00e9caissements d\u00e9j\u00e0 effectu\u00e9s en faveur du gouvernement camerounais depuis la conclusion du programme \u00e9conomique et financier avec le FMI, le 29 juillet 2021. Le FMI note cependant que ces d\u00e9caissements sont consentis alors m\u00eame que \u00ab\u2009les r\u00e9sultats globaux du programme sont mitig\u00e9s\u2026\u2009\u00bb, peut-on lire dans le communiqu\u00e9 officiel rendu public \u00e0 cet effet.<\/p>\n

\u00ab\u2009Les r\u00e9sultats du Cameroun au titre du programme restent conformes aux objectifs et les r\u00e9formes structurelles progressent, m\u00eame si des retards sont observ\u00e9s dans certains domaines essentiels\u2009\u00bb, a soulign\u00e9 \u00e0 l\u2019issue du Conseil Kenji Okamura, directeur g\u00e9n\u00e9ral adjoint et pr\u00e9sident par int\u00e9rim du Fonds. Ce dernier pr\u00e9cise cependant que \u00ab\u2009les autorit\u00e9s (camerounaises) sont d\u00e9termin\u00e9es \u00e0 atteindre les objectifs du programme et \u00e0 acc\u00e9l\u00e9rer le rythme de mise en \u0153uvre des r\u00e9formes, pour soutenir la diversification de l\u2019\u00e9conomie sous l\u2019impulsion du secteur priv\u00e9\u2009\u00bb.<\/p>\n

1000 milliards FCFA en jeu<\/p>\n

L\u2019acc\u00e9l\u00e9ration des r\u00e9formes que sous-tend le programme avec le FMI, notamment dans les domaines de la transparence, la bonne gouvernance et la lutte contre la corruption, \u00ab\u2009est essentielle pour obtenir des financements suppl\u00e9mentaires de la part des donateurs\u2009\u00bb, rappelle Kenji Okamura. En effet, selon les pr\u00e9visions du gouvernement camerounais, le programme \u00e9conomique en cours pourrait g\u00e9n\u00e9rer jusqu\u2019\u00e0 1\u2009000 milliards de FCFA au Tr\u00e9sor public.<\/p>\n

\u00ab\u2009Ce programme met en exergue un gap de financement pour la p\u00e9riode 2021-2024 d\u2019un montant de l\u2019ordre de 1\u2009000 milliards de FCFA, dont le concours du FMI est d\u2019environ 375 milliards de FCFA. Le reliquat (625 milliards de FCFA) devant \u00eatre fourni par les autres partenaires financiers en termes d\u2019appuis budg\u00e9taires\u2009\u00bb, avait r\u00e9v\u00e9l\u00e9 Jean Tchoffo, le pr\u00e9sident du Comit\u00e9 technique de suivi des programmes \u00e9conomiques (CTS), une structure sp\u00e9cialis\u00e9e du minist\u00e8re des Finances. C\u2019\u00e9tait au cours de la Conf\u00e9rence annuelle des services centraux, d\u00e9concentr\u00e9s et ext\u00e9rieurs de ce d\u00e9partement minist\u00e9riel, organis\u00e9e le 25 f\u00e9vrier 2022 \u00e0 Yaound\u00e9.<\/p>\n

\u00c0 en croire le pr\u00e9sident du CTS, les appuis budg\u00e9taires proviendront de quatre principaux bailleurs de fonds internationaux. Il s\u2019agit notamment de la Banque mondiale (BM), de la Banque africaine de d\u00e9veloppement (BAD), de l\u2019Union europ\u00e9enne (UE) et de l\u2019Agence fran\u00e7aise de d\u00e9veloppement (AFD). Mais, pr\u00e9vient le pr\u00e9sident du CTS, \u00ab\u2009les diff\u00e9rents d\u00e9caissements attendus de ces partenaires sont assortis d\u2019un certain nombre de conditionnalit\u00e9s arr\u00eat\u00e9es de commun accord\u2009\u00bb.<\/p>\n
