Africa-Press – Cameroun. <\/strong><\/span>Investir au Cameroun) – Dans sa r\u00e9cente circulaire relative \u00e0 l\u2019int\u00e9gration et \u00e0 l\u2019\u00e9valuation de la budg\u00e9tisation sensible au genre (c\u2019est-\u00e0-dire qui tient en compte l\u2019\u00e9galit\u00e9 homme-femme) le ministre des Finances (Minfi), Louis Paul Motaze (photo), r\u00e9v\u00e8le que le gouvernement affiche une r\u00e9sistance sur la question, malgr\u00e9 des instructions du pr\u00e9sident de la R\u00e9publique, Paul Biya.<\/p>\n

\u00ab\u2009S\u2019agissant du budget de l\u2019\u00c9tat, en d\u00e9pit des circulaires pr\u00e9sidentielles qui insistent sur la n\u00e9cessit\u00e9 de la prise en compte au niveau de la pr\u00e9paration du budget, des insuffisances demeurent pour ce qui est de la consid\u00e9ration des besoins, int\u00e9r\u00eats et pr\u00e9occupations sp\u00e9cifiques des hommes, et des femmes, des filles et gar\u00e7ons dans les projets de performance annuels des d\u00e9partements minist\u00e9riels\u2009\u00bb, \u00e9crit le Minfi.<\/p>\n

En outre, ajoute le responsable, les mesures d\u00e9ploy\u00e9es et les ressources consacr\u00e9es \u00e0 la r\u00e9duction des in\u00e9galit\u00e9s entre les hommes et les femmes dans le budget restent \u00ab\u2009insignifiantes\u2009\u00bb. Il souligne que les plans, programmes, strat\u00e9gies et budgets publics qui \u00e9noncent les priorit\u00e9s de d\u00e9veloppement ne prennent pas suffisamment en compte les engagements en faveur de l\u2019\u00e9galit\u00e9 homme-femme.<\/p>\n

Pour pallier la situation, indique le Minfi, le gouvernement entend d\u00e9sormais faire de la prise en compte syst\u00e9matique du genre dans le budget de l\u2019\u00c9tat, un cr\u00e9do adoss\u00e9 aux objectifs de d\u00e9veloppement durable de l\u2019Agenda 2030, en coh\u00e9rence avec la Strat\u00e9gie nationale de d\u00e9veloppement 2020-2030 (SND30). Dans ce sens, pr\u00e9cise le Minfi, la budg\u00e9tisation sensible au genre n\u2019est pas un budget s\u00e9par\u00e9 pour les femmes ni la s\u00e9gr\u00e9gation budg\u00e9taire, avec des cr\u00e9dits affect\u00e9s s\u00e9par\u00e9ment aux hommes et aux femmes dans le budget g\u00e9n\u00e9ral. Elle ne consiste pas forc\u00e9ment \u00e0 augmenter les d\u00e9penses des programmes cibl\u00e9s pour les femmes\u2009; elle vise plut\u00f4t une allocation optimale et ad\u00e9quate de ressources pour contribuer \u00e0 l\u2019\u00e9galit\u00e9 entre femmes et hommes et l\u2019autonomisation des femmes. Ce qui se traduit dans les programmes et actions, \u00e0 travers la d\u00e9finition des objectifs et indicateurs sensibles au genre.<\/p>\n

Consid\u00e9r\u00e9e comme une innovation, l\u2019application de la budg\u00e9tisation sensible au genre a \u00e9t\u00e9 fix\u00e9e pour 2022, selon la circulaire sign\u00e9e le 30 ao\u00fbt 2021 par le pr\u00e9sident de la R\u00e9publique. \u00ab\u2009Pour 2022, le document budg\u00e9taire sensible au genre devra concerner, \u00e0 titre pilote, les d\u00e9partements minist\u00e9riels en charge de l\u2019agriculture, de l\u2019\u00e9levage, de la d\u00e9centralisation, de l\u2019\u00e9ducation de base, des enseignements secondaires, de la sant\u00e9, des affaires sociales et de la promotion de la femme\u2009\u00bb, pouvait-on lire dans le document. Mais, selon le Minfi, ces instructions pr\u00e9sidentielles ont \u00e9t\u00e9 tr\u00e8s peu respect\u00e9es.<\/p>\n

En mati\u00e8re d\u2019\u00e9galit\u00e9 homme-femme, le Cameroun est mal class\u00e9. Selon le rapport sur le d\u00e9veloppement humain 2020, l\u2019Indice d\u2019in\u00e9galit\u00e9 du genre (IIG) est de 0,560. Ce qui classe le pays au 141e rang mondial sur 162. Aussi, \u00e0 en croire l\u2019ONG internationale GenCap, les discriminations entre filles et gar\u00e7ons, femmes et hommes restent un obstacle majeur au d\u00e9veloppement humain au Cameroun. En effet, selon GenCap, 39% de la population nationale vit sous le seuil de pauvret\u00e9. Ce taux s\u2019\u00e9l\u00e8ve \u00e0 51,5% pour les femmes. 79,2% d\u2019entre elles sont en situation de sous-emploi.<\/p>\n
