Pierre angulaire de ce projet a\u0300 plusieurs milliards de dollars, son port en eau profonde, destine\u0301 a\u0300 pallier les insuffisances nautiques d\u2019un port d\u2019estuaire comme Douala. Ses 16 me\u0300tres de tirant d\u2019eau \u00ab justifient a\u0300 eux seuls sa re\u0301alisation \u00bb, estime Patrice Melom, le directeur ge\u0301ne\u0301ral de l\u2019Autorite\u0301 du Port autonome de Kribi (PAK).<\/p>\n<p>Pre\u0301sent sur ce dossier depuis son origine, en 2005, il tient a\u0300 rappeler que seulement \u00ab un dixie\u0300me des installations portuaires pre\u0301vues initialement est aujourd\u2019hui sorti de terre \u00bb. Avec un impact de\u0301ja\u0300 certain sur toute l\u2019e\u0301conomie de l\u2019Afrique centrale. Quatre ans apre\u0300s le de\u0301marrage de ses activite\u0301s commerciales, en mars 2018, le PAK a de\u0301ja\u0300 vu transiter pre\u0300s de 1 600 navires, pour un trafic global estime\u0301 a\u0300 plus de 33 millions de tonnes de marchandises diverses, essentiellement gra\u0302ce aux exportations de gaz naturel lique\u0301fie\u0301 (GNL).<\/p>\n<p><b>Vocation sous-re\u0301gionale<\/b><\/p>\n<p>Le tout sans installer de re\u0301elle concurrence avec Douala. Fide\u0300le a\u0300 la promesse faite par le pre\u0301sident Paul Biya, a\u0300 l\u2019origine du projet, Kribi joue bien \u00ab ce ro\u0302le de grand port de transbordement a\u0300 vocation sous-re\u0301gionale \u00bb, pendant que Douala reste concentre\u0301 sur les trafics a\u0300 l\u2019import et a\u0300 l\u2019export lie\u0301s au marche\u0301 camerounais. \u00ab Me\u0302me si l\u2019objectif est de de\u0301velopper la desserte domestique, bien plus re\u0301mune\u0301ratrice que le transbordement de conteneurs \u00bb, pre\u0301cise la direction portuaire de Kribi.<\/p>\n<p>Les chiffres confirment cette e\u0301volution puisque, pendant que les volumes d\u2019import-export baissaient de 6,5 % a\u0300 Douala en 2021, ils doublaient dans le me\u0302me temps a\u0300 Kribi dans le sens des importations. Sur le Kribi Conteneurs Terminal (KCT), exploite\u0301 par un groupement d\u2019actionnaires compose\u0301 de Bollore\u0301 Ports (30,83 %), CMA CGM (29,62 %), CHEC (20,55 %) et un consortium d\u2019investisseurs camerounais (19 %), la proportion des trafics de transbordement a baisse\u0301 de moitie\u0301 entre 2020 et 2021, en faveur des volumes conteneurise\u0301s destine\u0301s au pays en ge\u0301ne\u0301ral et a\u0300 Douala en particulier. Initialement pre\u0301vu pour devenir le port d\u2019exportation du minerai de fer extrait dans la re\u0301gion, Kribi a jusqu\u2019a\u0300 pre\u0301sent justifie\u0301 son existence gra\u0302ce aux trafics e\u0301nerge\u0301tiques et conteneurise\u0301s. En attendant que les projets miniers se concre\u0301tisent un jour, la tendance promet de durer.<\/p>\n<p><b>Plateforme logistique<\/b><\/p>\n<p>D\u2019autant que les repre\u0301sentants du PAK et du KCT ont signe\u0301 le 26 septembre un avenant a\u0300 la convention de concession, confirmant la re\u0301alisation de la deuxie\u0300me phase de de\u0301veloppement du port. Attendue pour le de\u0301but de 2024, cette nouvelle phase pre\u0301voit une extension du KCT, avec la re\u0301alisation d\u2019un nouveau line\u0301aire de quai de 715 me\u0300tres e\u0301quipe\u0301 de cinq portiques supple\u0301mentaires et disposant d\u2019une surface de stockage de 30 ha. Un agrandissement dont profitera e\u0301galement le terminal voisin, le Kribi Multipurpose Terminal (KMT), ge\u0301re\u0301 depuis 2020 par ICTSI. Spe\u0301cialise\u0301 dans les trafics rouliers et les marchandises conventionnelles, l\u2019ope\u0301rateur philippin disposera d\u2019un line\u0301aire de quai de 650 me\u0300tres de longueur, contre 265 actuellement. Une fois cette deuxie\u0300me phase re\u0301alise\u0301e, pour pre\u0300s de 600 millions de dollars, apporte\u0301s pour une large part par CHEC, le KCT verra sa capacite\u0301 annuelle passer de 350 000 EVP (e\u0301quivalent vingt pieds) a\u0300 plus de 1 million, pendant que le KMT sera en mesure de traiter 4 millions de tonnes de marchandises par an, contre 1,2 aujourd\u2019hui.<\/p>\n<p>En de\u0301cembre 2018, la premie\u0300re phase de la construction du PAK conduite par la China Harbour Engineering Company. \u00a9 Lv Shuai\/XINHUA-REA<\/p>\n<p>Dans le me\u0302me temps, Kribi entend renforcer son ro\u0302le de plateforme logistique a\u0300 l\u2019e\u0301chelle de l\u2019Afrique centrale et compte pour cela sur ses ope\u0301rateurs prive\u0301s. Bollore\u0301 Transports &amp; Logistics (BTL) a inaugure\u0301 son Kribi Logistics Hub (KLH) le 8 juin dernier, alors que Ceva, le logisticien de\u0301tenu par CMA CGM, pre\u0301voit d\u2019implanter son propre port sec dans un avenir proche.<\/p>\n<p>La compagnie maritime franc\u0327aise, qui traite actuellement 80 % des trafics conteneurise\u0301s de Kribi, a fait des terminaux du PAK l\u2019un de ses points de chute favoris dans la re\u0301gion depuis Shanghai, qu\u2019elle rallie en trente-deux jours sans arre\u0302t en passant par Singapour, et depuis Anvers ou Valence, via les ports de la co\u0302te ouest-africaine, chaque semaine. Ses caboteurs assurent ensuite le service vers Libreville ou Cotonou pour ramener le bois, le cacao ou le coton qui partiront vers l\u2019Asie ou l\u2019Europe. Le troisie\u0300me armateur mondial va prochainement e\u0302tre rejoint sur les quais du PAK par le premier : MSC Shipping va de\u0301barquer dans la foule\u0301e du rachat des actifs de Bollore\u0301 Africa Logistics (BAL), effectif en 2023, et parmi lesquels figure en bonne place le KCT. Une arrive\u0301e \u00ab qui ne peut pas e\u0302tre nuisible pour le port \u00bb, estime Patrice Melom.<\/p>\n<p><b>Engrais et clinker<\/b><\/p>\n<p>Le KCT contribuera a\u0300 attirer de nouveaux ope\u0301rateurs prive\u0301s qui viendront renforcer l\u2019aspect industriel du complexe. Alors que le terminal d\u2019ICTSI commence a\u0300 recevoir des trafics d\u2019engrais et de clinker, les minoteries de Douala s\u2019installent a\u0300 proximite\u0301 du terminal, et une premie\u0300re cimenterie est attendue avant la fin de l\u2019anne\u0301e. Une deuxie\u0300me est annonce\u0301e pour l\u2019anne\u0301e prochaine par l\u2019ivoirien Atlantic, qui transforme de\u0301ja\u0300 du cacao sur site. La direction portuaire veut aussi convaincre les industriels camerounais de venir implanter leurs usines de montage.<\/p>\n<p>Cette deuxie\u0300me phase en appellera une troisie\u0300me, consacre\u0301e a\u0300 la mise en place de terminaux spe\u0301cialise\u0301s dans le roulier, le fruitier, le vraquier ou le mine\u0301ralier&#8230; sans oublier les projets offshore dans le pe\u0301trole et le gaz.
