\u00ab Entre autres difficulte\u0301s rencontre\u0301es dans l\u2019exploitation de cette infrastructure, on note : le manque de la menue monnaie ; l\u2019usage de l\u2019autoroute par les pie\u0301tons au pe\u0301ril de leur vie ; les stationnements anarchiques des ve\u0301hicules sur l\u2019autoroute ; la de\u0301gradation de l\u2019autoroute lie\u0301e aux actes d\u2019incivisme des populations riveraines ; le manque de re\u0301gularite\u0301 du partenaire prive\u0301 dans la production des rapports mensuels et hebdomadaires attendus par le partenaire public, a\u0300 l\u2019effet d\u2019e\u0301valuer les activite\u0301s d\u2019exploitation et de maintenance ; le refus de payement des frais de parking par les automobilistes des pays e\u0301trangers (Tchad et Centrafrique) \u00bb, apprend-on.<\/p>\n

Pour lever ces obstacles, le Comite\u0301 a formule\u0301 quelques recommandations. Il s\u2019agit de la mobilisation des unite\u0301s de gendarmerie pour se\u0301curiser l\u2019autoroute en attendant l\u2019affectation d\u2019une unite\u0301 spe\u0301ciale ; la de\u0301cision d\u2019apposer les sabots automatiquement sur les ve\u0301hicules stationne\u0301s de manie\u0300re anarchique sur l\u2019autoroute ; le travail en synergie avec les syndicats de camionneurs. Aussi, il a e\u0301te\u0301 pre\u0301conise\u0301 la dotation d\u2019un ve\u0301hicule de type pickup ainsi que l\u2019allocation des ressources pour la se\u0301curisation de l\u2019autoroute ; la mise sur pied d\u2019un manuel de proce\u0301dures simples et souples adapte\u0301es a\u0300 la gestion des recettes et la sensibilisation des riverains et usagers a\u0300 l\u2019usage de l\u2019autoroute.<\/p>\n

L\u2019autoroute Kribi-Lolabe\u0301 a e\u0301te\u0301 mise en service le 29 juillet. L\u2019infrastructure est exploite\u0301e par la Kribi Highway Management (KHM), socie\u0301te\u0301 cre\u0301e\u0301e par la China Harbour Engineering Company (CHEC). Au terme des premiers mois d\u2019exploitation, apprend-on du ministe\u0300re des Travaux publics, l\u2019exploitant KHM enregistre a\u0300 date un montant total de 158,9 millions de FCFA.<\/p>\n

Pour circuler sur cette autoroute, les conducteurs de motocyclettes a\u0300 trois roues paient 600 FCFA, contre 1 200 FCFA pour les conducteurs de pick-up et des ve\u0301hicules de tourisme de moins de 9 places. Les chauffeurs de camionnettes et bus de transport de moins de 20 places paient 2 200 FCFA, contre 2 800 FCFA pour les conducteurs de camions moyens et bus de transport de plus de 20 places. Les chauffeurs des grands camions a\u0300 quatre essieux ou plus, eux, de\u0301boursent 5 600 FCFA.<\/p>\n

L\u2019autoroute Kribi-Lolabe\u0301 a cou\u0302te\u0301 250 milliards de FCFA, finance\u0301s a\u0300 85% par un pre\u0302t d\u2019Eximbank Chine et a\u0300 15% par CHEC. Pour rembourser cet argent et permettre au constructeur chinois de rentabiliser son investissement, KHM va exploiter cette infrastructure pendant 31 ans, selon l\u2019accord signe\u0301 30 de\u0301cembre 2020 avec l\u2019E\u0301tat du Cameroun.<\/p>\n
