le ministre des Travaux Publics a lanc\u00e9 le 6 octobre 2020, un appel d\u2019offres international dans le cadre des travaux de construction de la section Nkambe-Misaje, partie int\u00e9grante du projet de construction de la route nationale N011, baptis\u00e9e \u00abRing Road\u00bb. Cette sollicitation est intervenue apr\u00e8s que la Banque Africaine de D\u00e9veloppement (BAD), principal bailleur de fonds de ce chantier, a d\u00e9cid\u00e9 d\u2019accorder un pr\u00eat global de 118 milliards de FCFA au gouvernement camerounais (12 milliards FCFA pour les \u00e9tudes techniques en 2018 et 106 milliards FCFA pour les travaux de construction \u00e0 proprement dits), pour la r\u00e9alisation de ce vaste chantier qui rentre dans le cadre de la phase III du programme d\u2019appui au secteur des transports<\/p>\n

Un an apr\u00e8s, l\u2019appel d\u2019offres du minist\u00e8re des Travaux Publics n\u2019a suscit\u00e9 que tr\u00e8s peu d\u2019int\u00e9r\u00eat. Craignant pour la s\u00e9curit\u00e9 de leurs employ\u00e9s dans une r\u00e9gion en proie \u00e0 une guerre s\u00e9cessionniste, qui semble s\u2019\u00e9terniser, les constructeurs ne se sont pas bouscul\u00e9s pour y soumissionner. \u00c0 en croire le MINTP, une seule entreprise, dont le nom n\u2019a pas \u00e9t\u00e9 pr\u00e9cis\u00e9, a accept\u00e9 de relever le d\u00e9fi. Toutefois, celle-ci r\u00e9clame des avantages financiers consid\u00e9rables, proportionnels aux risques qu\u2019elle encoure en acceptant le march\u00e9. Les deux parties vont entamer des discussions pour essayer de s\u2019entendre sur les diff\u00e9rents contours d\u2019un \u00e9ventuel contrat.<\/p>\n

\u00abPour la premi\u00e8re section Nkambe-Misaje. J\u2019ai lanc\u00e9 un appel d\u2019offres. Une seule entreprise a r\u00e9pondu, en sortant \u00e9norm\u00e9ment de l\u2019enveloppe financi\u00e8re disponible. Nous allons maintenant engager des discussions avec elle pour qu\u2019elle rentre un tout petit peu dans l\u2019enveloppe. Elle fait valoir le fait qu\u2019elle va d\u00e9bourser des ressources pour la s\u00e9curit\u00e9 de son personnel et de ses \u00e9quipements\u00bb, a d\u00e9clar\u00e9 le ministre des Travaux Publics lors d\u2019une rencontre avec la presse organis\u00e9e dans son cabinet le mardi 18 mai 2021.<\/p>\n

Pour m\u00e9moire, la \u00abRing Road\u00bb est d\u2019un lin\u00e9aire total d\u2019environ 365 km. Elle forme une boucle de Bamenda-Bambui-Ndop-Babessi-Kumbo-Nkambe-Misaje-Nyos-Wum-Bafut-Bamenda. Elle traverse cinq des sept d\u00e9partements de la r\u00e9gion anglophone du Nord-Ouest du Cameroun et comprend plusieurs raccordements \u00e0 la fronti\u00e8re nig\u00e9riane, notamment \u00e0 partir de Misaje.<\/p>\n","protected":false},"excerpt":{"rendered":"
