Africa-Press – Cameroun. <\/strong><\/span>Investir au Cameroun) – Ce mardi 12 de\u0301cembre, la Socie\u0301te\u0301 nationale de raffinage (Sonara) a signe\u0301 a\u0300 Yaounde\u0301 une convention de restructuration de sa dette portant sur un montant de 20 milliards de FCFA avec le trader suisse Mercuria Energy Trading. Par cet accord, fruit de plusieurs mois de ne\u0301gociations entre les parties et conclu sous l\u2019e\u0301gide du ministe\u0300re des Finances (Minfi), l\u2019E\u0301tat s\u2019engage a\u0300 rembourser cette somme sur une pe\u0301riode de 10 ans, moyennant un taux d\u2019inte\u0301re\u0302t hors taxes de 5,5% par an. Mercuria Energy Trading devient ainsi le quatrie\u0300me trader avec lequel l\u2019E\u0301tat du Cameroun, qui s\u2019est engage\u0301 a\u0300 e\u0301ponger les dettes de la Sonara, a trouve\u0301 un compromis.<\/p>\n

Le me\u0302me exercice a e\u0301te\u0301 conclu avec le trader suisse Trafigura, le 29 septembre 2023, pour un montant de 14,5 milliards de FCFA. Le 26 janvier dernier, c\u2019est avec le trader PSTV que la convention avait e\u0301te\u0301 signe\u0301e pour le remboursement de 8,5 milliards de FCFA. Avant cela, le 22 septembre 2022, le me\u0302me accord e\u0301tait signe\u0301 avec le trader suisse Vitol, plus gros cre\u0301ancier et chef de file des fournisseurs du pe\u0301trole brut et des produits pe\u0301troliers finis, pour le remboursement de 185 milliards de FCFA. Toutes ces entreprises ont accepte\u0301 le re\u0301e\u0301chelonnement du remboursement de la dette de la Sonara sur 10 ans, avec un taux d\u2019inte\u0301re\u0302t annuel de 5,5% hors taxes.<\/p>\n

Selon le ministre des Finances, Louis Paul Motaze, cette quatrie\u0300me e\u0301tape du processus de restructuration et de remboursement de la dette de la Sonara vis-a\u0300-vis des traders \u00ab va s\u2019achever durant le premier trimestre 2024 \u00bb par la conclusion de deux autres conventions avec les traders Petra Energy et Addax Energy. Le membre du gouvernement annonc\u0327ait pre\u0301ce\u0301demment la fin de ce processus pour octobre 2023.<\/p>\n

Apre\u0300s l\u2019incendie qui a ravage\u0301 ses installations en mai 2019 a\u0300 Limbe (Sud-Ouest), l\u2019unique raffinerie de pe\u0301trole du pays peine a\u0300 honorer ses engagements et trai\u0302ne une ardoise de 374 milliards de FCFA aupre\u0300s des traders et des fournisseurs de pe\u0301trole brut et des produits pe\u0301troliers finis. A\u0300 fin septembre 2023, le raffineur cumulait une cre\u0301ance de 425,5 milliards de FCFA aupre\u0300s de ses fournisseurs e\u0301trangers, soit 83,2% de l\u2019encours global de la dette exte\u0301rieure des entreprises publiques, re\u0301ve\u0301lait la Caisse autonome d\u2019amortissement (CAA) dans sa dernie\u0300re note de conjoncture mensuelle de la dette publique du Cameroun.<\/p>\n
