Il s\u2019agit d\u2019un marche\u0301 de 4,7 milliards de FCFA finance\u0301 gra\u0302ce au budget d\u2019investissement public du ministe\u0300re des Travaux publics pour les exercices 2022 et suivants.<\/p>\n<p>Selon la de\u0301cision signe\u0301e le 22 mars 2024 par Emmanuel Nganou Djoumessi, cette re\u0301siliation est justifie\u0301e par le de\u0301passement du seuil re\u0301glementaire des pe\u0301nalite\u0301s de retard, une mobilisation insuffisante du prestataire, un rendement insatisfaisant et une absence de perspective pour ce qui est de la conduite et l\u2019ache\u0300vement du projet.<\/p>\n<p>Du fait de cette re\u0301siliation de contrat, le groupement d\u2019entreprises ne pourra pas soumissionner a\u0300 un appel d\u2019offres pendant une pe\u0301riode de deux ans au Cameroun, pre\u0301cise le ministre des Travaux publics dans sa de\u0301cision. Par ailleurs, les cautionnements produits par le groupement dans le cadre du marche\u0301 seront mobilise\u0301s au profit de l\u2019administration en vue notamment du paiement des frais inhe\u0301rents a\u0300 son remplacement et du pre\u0301judice subi par l\u2019E\u0301tat. Il s\u2019agit notamment de la caution d\u2019avance de de\u0301marrage de 950 millions de FCFA et de la caution de\u0301finitive de 237,5 millions de FCFA souscrite aupre\u0300s de SAAR assurance.<\/p>\n<p>Ce marche\u0301 avait e\u0301te\u0301 attribue\u0301 au groupement d\u2019entreprises camerounaises en juillet 2022 a\u0300 la suite d\u2019un appel d\u2019offres lance\u0301 en proce\u0301dure d\u2019urgence. Le groupement avait alors 12 mois pour livrer les travaux. Un de\u0301lai qui n\u2019a pas e\u0301te\u0301 respecte\u0301. D\u2019ou\u0300 la re\u0301siliation actuelle.<\/p>\n<p>C\u2019est le 3e marche\u0301 qui est re\u0301silie\u0301 par le ministre des Travaux publics en l\u2019espace de quelques mois. L\u2019on se souvient que l\u2019entreprise Bofas s\u2019est de\u0301ja\u0300 vu retirer deux marche\u0301s entre novembre 2023 et fe\u0301vrier 2024.
