President of the TC clarifies that auditors do not have reports – they present proposals that are reviewed and validated by the judges

Africa-Press – Cape verde. The president of the Cabo Verde Court of Auditors, João da Cruz Silva, clarified today, in a statement, that there are no reports from the auditors, explaining that they only present proposals that are reviewed and validated by the judges.

In the document in which he reacts to statements by the leader of the PAICV parliamentary group, João Baptista Pereira, according to which there was an “alteration” of the auditors’ reports by judges of the Court of Auditors, calling into question transparency, João da Cruz Silva stressed that “a Court would hardly function if there were auditors’ reports and judges’ reports”.

“The auditors submit proposals which are reviewed and validated by the judges. After its validation, the project is discussed and approved by the panel of judges (arts. 91 to 95 of Resolution No. 3/2018 of 7 December). After approval, the Court obtains the report. The Cape Verde Court of Auditors, like other courts of the same matrix, has only the judges’ report. There are no auditor’s reports”, he said.

With regard to the debt foreseen in the 2020 budget, amounting to 5,487.7 million escudos, 0.3% higher than the limit imposed by Article 6(2) of the budget framework law, the president of the Court of Auditors said that the information provided by the leader of the PAICV parliamentary group, when he said that this increase in the deficit was not authorised by Parliament is false
