The councilor responsible for transport, Euclides Fernandes, said that the council has received several requests to transfer the ownership of licenses to the name of the new owners of vehicles used for rental transport acquired in the process of buying and selling the rights granted by the license. and the vehicle.
According to the same, according to the law in force, the license holder cannot, without prior authorization from the competent entity, transmit to others the enjoyment of the rights attributed by the license, despite the city council being aware that several license holders have transmitted the enjoyment of the rights granted by the license without due authorization.
“The chamber, being an institution that must be guided by transparency, legality and rigor, should not continue to condone such acts of illegality”, said the councilor, highlighting that these irregularities have been causing many problems for new operators in requests for fleet renewal, formalization business and even bank loans.
Therefore, with the aim of resolving this anomalous situation, the city council of São Filipe decided to carry out a census of all license holders for the transport of goods, passengers under precarious conditions and collective passenger transport.
The general census of owners of rental and collective transport licenses operating in the municipality aims to update the database on rental and collective transport, legalize licenses obtained through purchases from third parties, not allow the purchase and sale of license outside the legislation, by not renewing the license annually in the case of purchase or sale without city council authorization, not allowing, from the end of the extraordinary census, the temporary cancellation of license except in a situation proven by the competent authorities of injured vehicles.
The census will be carried out directly by the owner of the vehicle or license, and the census is mandatory for all owners of licenses to transport goods, passengers under precarious conditions and collective passengers, and failure to do so implies the cancellation of the license at the end of the current validity period.
This census does not cover taxis that were the subject of a similar census relatively recently.
