Africa-Press – Cape verde. The Prime Minister stated today that relations between the Government and the President of the Republic are institutional and should not be discussed in the media or on social networks.

Ulisses Correia e Silva reacted like this when he was asked, by journalists, to react to the statements made by the President of the Republic, José Maria Neves, made to RCV today, that the project for the New Strategic Concept of National Defense did not reach the Presidency.

“ Firstly, I want to make it clear that relations between the President of the Republic and the Prime Minister are institutional and have their own headquarters. I do not deal with issues of relations between the Government and the President of the Republic neither in the media nor on social networks ”, he stated.

The head of Government, who was speaking to journalists at the end of the conference on “ Economic Growth, Entrepreneurship and Employment in the State Budget (OE) for 2024 ”, however, added that on issues related to the strategic concept of Defense, the Minister of Defense will make the necessary clarifications today.

The Government, through the Ministry of National Defense, is holding today, in São Vicente, a conference to present the project of the new strategic concept of national defense with the aim of listening and collecting subsidies from the different actors linked to the Defense sector, with a view to improving said document.

PR’s criticism of the government
José Maria Neves considers that to discuss a document of such importance the National Defense Council should be involved, which is chaired by the President of the Republic who is also the Supreme Commander of the Armed Forces.

“The logic was that before preparing the document for public discussion, the major options would be discussed. It is essential for a country like Cape Verde, with the challenges it faces, that in fundamental issues of the country and especially when derived from the law, the Constitution of the Republic that both the parliament and, above all, the President of the Republic, are considered. There are no spaces here to compete for protagonism ”, highlighted José Maria Neves.

It should be noted that, in 2005, the Government of the time prepared a document containing « The Great Options of the Strategic Concept of National Security and Defense » which provides general guidelines for the State’s global strategy for achieving security and defense policy.

The aforementioned document was favorably assessed by the Superior Council for National Defense, and was subsequently, on the initiative of the Government and in order to guarantee parliamentary intervention in the process, widely debated in the National Assembly, in addition to other sectors of society.

Subsequently, the Strategic Concept of Defense and National Security was approved by the Council of Ministers on December 2, 2010, published in the Official Bulletin of January 17, 2011.
