Africa-Press – Cape verde. The leader of the Movement for Democracy (MpD) bench in the Municipal Assembly of Tarrafal de Santiago expressed himself this Friday, 24th, “concerned” about a loan of 280 thousand contos that the Tarrafalense municipality intends to make at the end of the economic year .
At a press conference, Emanuel Landim explained that on the 23rd, the Movement for Democracy (MpD) bench received a call from the Tarrafal Municipal Assembly regarding the scheduling of an extraordinary session requested by the mayor, José dos Reis.
The extraordinary session, according to him, will be on Monday, 27th, and its only agenda item is the authorization for the city council, managed by the African Party for the Independence of Cape Verde (PAICV), to go to the bank to take out a loan worth 280 thousand contos.
He further explained that in August of this year, the Assembly had already approved another loan authorization, requested by the City Council, from the Stock Exchange and whose amount was 280 thousand contos.
“Our bench is surprised because the value is very high and the chamber has not yet presented any justification and guarantee as to what will be the fate of this loan to be made at the end of the calendar and economic year and one month before the end of the year 2024”, he added, arguing about the urgency for such a request, what its purpose is, in which projects it will be invested and in which bank the loan will be made.
In view of this situation, Emanuel Landim also questioned the mayor, José dos Reis, about the real situation of the municipality’s debt at the moment.
“Everything suggests that this unexpected initiative emerged overnight, without any in-depth analysis of the financial situation of the municipality, which, as we know, is fragile due to the damaging management that has been taking place at the Tarrafal Municipal Council, where the main actor is José dos Reis”, he assured.
The MpD also argued about the possibility of executing such a large amount of money in less than nine months, taking into account that the electoral law establishes a deadline for the execution of contracts, works and inauguration during the electoral period.
In this context, the MpD’s municipal elected representatives in Tarrafal de Santiago request an explanation about structural works and initiatives that the president intends to carry out with the amount borrowed, since the 2023 activity plan has already been completed and the 2024 plan has not yet been completed. elaborate.
“In a period of three months, this chamber requested a loan worth 560 thousand contos”, he assured, emphasizing that the chamber led by PAICV “has already lost its way, is disoriented and wants to mortgage Tarrafal and its future”.
