Africa-Press – Cape verde. The Cabo Verdean Mother Language Association (ALMA-CV) has already delivered a letter to the Ministry of State Modernization and Public Administration, contesting Legislative Decree No. 1/2023, of October 2, which defines the Code of Procedure Administrative. This states that “ the language of procedure is the official language (Portuguese) in Cape Verde, in accordance with the Constitution of the Republic ”. A legislative measure that, according to ALMA-CV, violates the Constitution of the Republic by leaving Creole out as the national language.
“Following the approval by the Government of the Code of Administrative Procedure, Legislative Decree no. CV) informs that it has delivered a letter to the Ministry of Modernization of the State and Public Administration to alert the Government to the need to correct and adapt article 52 of the Code of Procedure to the constitutional commands and other laws in force”, informs through press release.
For the same association, the freedom to use any language, including the Cape Verdean language, in relations between Public Administration bodies and services and Cape Verdean citizens is an unquestionable and indispensable constitutional premise.
The aforementioned article, according to ALMA-CV, contradicts the constitutional options, what is established in Law no. 42/VII/2009, and the anthropo-sociological reality of the country, as well as an entire practice of long years of using the Cape Verdean language in the functioning and procedures of Public Administration.
“In fact, it is, to a large extent, through fluent, clear and uninhibited communication between citizens and the Public Administration that the latter becomes closer, more humane, faster and more effective in satisfying the COMMON GOOD (i.e. public interest)” , he emphasizes.
As ALMA-CV mentions, “ as an independent organization with the mission of contributing to the effective construction of a linguistic policy in line with the Cape Verdean linguistic situation and with linguistic and human rights relating to the full use of the mother tongue ”, the It reiterates its availability for working meetings with authorities as they see fit, in a collaborative manner. All with the aim of continuing to create the necessary conditions for the officialization of the Cape Verdean language.
True to the same entity, copies of the aforementioned letter were also delivered to the ministries of Culture and Creative Industries and Education, as well as to the parliamentary leaders of MpD, PAICV and UCID.
