Africa-Press – Cape verde. The new Code of Municipal Postures for Mosteiros, approved in the last session of the Municipal Assembly, will come into force one month after its publication in the Official Bulletin, and will replace the code in force since 1997.
The new Code of Municipal Postures aims to regulate the actions of the urban, rural, economic, traffic and public health police in the municipality of Mosteiros and is structured into several chapters, in a total of approximately 300 articles, covering all areas.
The Mosteiros Chamber justified the adoption of a new code with the need to adjust this instrument to the “sociopolitical and cultural situation of the country and the municipality”, noting that 32 years after the creation of the municipality and 26 years after the approval of the first Code of Municipal attitudes, various social, political, economic and cultural events caused “profound changes”, not only from the point of view of territorial organization, but also in terms of the conduct of citizens.
In this context, the preamble of the new document reads, and in view of these changes, the municipality understood that it was “opportune and necessary” to approve a new Code of Municipal Postures, faithful to the municipal tradition and the current context.
The document, due to its specific nature and scope, is assumed to be an instrument of legal security for citizens before the Municipal Administration, defining the rules for occupying public roads, standards guaranteeing rest and tranquility for citizens.
It also includes rules for carrying out urban works, health police standards, such as public cleaning, animal husbandry and movement, economic police (commercial and industrial activities) and traffic police (pedestrians, bicycles, motor vehicles) and prohibitions guarantors of civility and good customs, which are “important for good urban coexistence and organization”.
For the president of the Municipal Council of Mosteiros, Fábio Vieira, as the Code of Municipal Postures is an “essential instrument” for municipal governance, its approval appears to be a “fundamental condition” for the promotion of a “healthy and healthy” municipal environment. healthy coexistence”, as well as for the “social, economic and cultural progress” of the Monasteries.
