The Government of Cape Verde will hold today the first extraction of the competition called ‘Invoice of happiness’, created to reward taxpayers who request an invoice, with weekly prizes of 200 thousand escudos (1,087 euros) in purchases.In a press release, the Ministry of Finance stated that the first extraction of the winning coupon will be held in the early evening, live on Cape Verde public television (TCV), together with social games in Cape Verde (totoloto and joker), made by the Red Cross.
During the event, the National Directorate of State Revenue (DNRE) will also launch the internet platform for the draw.
“The ‘Happiness Invoice’ draw is an instrument to combat fraud and tax evasion, which aims to promote and reward tax citizenship, encouraging citizens to request an invoice with their tax identification number (NIF)”, described the Government.
To qualify for weekly prizes, worth 200 thousand escudos on purchases, citizens must request an invoice, receipt invoice, sales receipt or rental receipt with NIF, on purchases equal to or greater than 100 escudos (90 euro cents) .
A year ago, the national director of State Revenue, Lisa Vaz, told Lusa that it was “another instrument to combat unfair competition” and “an incentive for people to request an invoice”.
According to the national director of State Revenue, there is a “favorable ecosystem” with this competition, which will also promote fiscal and financial citizenship in Cape Verde, but she understood that more is needed.
“We have argued that the issue of fiscal citizenship, which is talked about a lot, is not just tax administration, but starts in schools”, considered the director, suggesting the inclusion of a fiscal and financial education subject, so that children know , among other aspects, the value of money, the destination of taxes or the transparency of public spending.
The Ministry of Finance ordinance with the lottery regulations establishes a “regular” weekly competition with shopping vouchers as prizes, another quarterly designated as “extraordinary”, to be held in January, April, July and October, distributing electric vehicles, and a “special” competition, in December, to draw an apartment.
The competition regulations provide for the monthly allocation by DNRE of a coupon, with a minimum of ten digits, for every 100 escudos (90 euro cents) of the global sum of the value of invoices, receipt invoices, receipts sales and income receipts, including taxes, information that can then be consulted by taxpayers on the electronic invoice website, at www.efatura.cv.
The ‘Happiness Invoice’ will hold up to a maximum of 57 draws per year, with a competition jury made up of members of the Cape Verde Red Cross, which presides over, the General Inspectorate of Finance, the Ombudsman Justice and DNRE.
