Africa-Press – Cape verde. Despite some investments already made, asymmetries persist in the health system, directly and aggravatingly affecting the most vulnerable. At least this is the interpretation of the UCID, which today called for greater quality and equity in the provision of health services to the population.
Words spoken by MP Zilda Oliveira, at the press conference previewing the first parliamentary session of July, which starts this Wednesday at the National Assembly.
“Despite efforts to bring healthcare closer to the population, there are still huge challenges regarding the quality and equity in the provision of healthcare services to the population, with barriers that limit access particularly for the most vulnerable, including people with disabilities. The Government Programme for this legislature foresees the construction of a set of infrastructures, some of which have not even been started, such as some health centres such as Monte Sossego in São Vicente, for example. We are still awaiting the completion of the outpatient centre”, he states.
The Christian Democrat MP warns of some executive projects that are yet to be implemented, namely the creation of the Pre-hospital Emergency Institute, the Blood and Transplant Institute, a Training and Simulation Centre for Health Professionals, a Technical Centre for the Maintenance of Medical Equipment, the approval of an active body of health researchers with their own status and the reinforcement of surveillance and research into food and water.
With regard to human resources, UCID states that the problems are many and persist.
“There is a chronic staff shortage, which is aggravated when it comes to
specialties. In the meantime, a mobility program for some specialists was started for consultation purposes, which needs to be extended to all islands with a shortage of specialists. It should also be said that health professionals, doctors, nurses, general service assistants, technicians, face various work problems, ranging from work overload and bottlenecks, precarious work contracts, wage inequities, delays in salary payments and non-payment of bonuses for the provision of overtime, just to name a few,” he points out.
The party recalls that it still needs to institutionalize family doctors and nurses in the primary health care network.
In hospital care, Zilda Oliveira says that it is necessary to reinforce the skills and quality of care in the two central hospitals and in the regional ones, as well as administrative modernization with improvements in the management of infrastructures and in the humanization of care for users.
“The creation of intensive care services, among other improvements, in the two Central Hospitals, HUAN and HBS, which we are also still waiting for. We have seen constant situations of stock shortages of basic medicines in pharmacies. We would like to take this opportunity to ask the Government when the list of exams and medicines subsidized by INPS will be reviewed and published, and when will other specialist consultations and other therapies be subsidized?” he asks.
On the same occasion, the party advocated increasing response capacity in terms of care, hospitalization and treatment for problems such as anxiety, depression and suicide.
The agenda for the first parliamentary session in July also includes questions from deputies to the Government.
In the discussion and approval of proposed laws, the highlight is the Climate and Environmental Fund, which was created from 12 million euros converted from debt to Portugal.
Regarding the approval of draft Resolutions, note on the Petition from the Colmeia Association that requests the adoption of legislative measures to improve the living conditions of people with disabilities and, in particular, people with special needs.
