Africa-Press – Cape verde. MpD deputy Luís Carlos Silva said today that the party intends to expose the “legislative gap” that exists in the country in terms of protecting whistleblowers and design solutions in their favor.

Speaking to the press, the same source added that the objective is to build a legal framework that encourages reporting and protects the whistleblower, thus stimulating “transparency and good governance”.

Along these lines, he added that the parliamentary group intends to take this issue to the National Assembly and that it wishes to count on the advocacy of the National Commission for Human Rights and Citizenship (CNDHC) in favor of the complainants, after the group of MpD deputies had seen it. “In Cape Verde, at this moment, we do not have legislation that protects whistleblowers. Anyone who reports it is exposed to persecution, is exposed to retaliation that can lead to a reduction in salary, a reduction in working hours or even the loss of their job,” the parliamentarian explained.

The deputy acknowledged that the proposal arises within a political context and gave the example of the “denunciation of the first lady’s salaries”, in which, he stated, the “complainant is being targeted” by a process and that the Public Ministry has already requested the trial. of the person.

“The whistleblower was the target of a process to determine the identity of the whistleblower. International best practices say that the whistleblower’s identity must be protected, never searched, and furthermore, in this case, the whistleblower will face a trial”, assured Luís Carlos Silva.

In this sense, he assured that the CNDHC is “sensitive” to the issue and that it is aware of the best international practices where there should be protection channels for whistleblowers.

The protection of whistleblowers, he concluded, is aimed at public servants who, within the scope of their professional function, find irregularities, illegalities or even corruption and have the possibility of reporting them.

The group of MpD deputies for the Santiago Sul electoral district also visited the Office for the Prevention and Fight against Corruption, with the same topic on the agenda.
