
Africa-Press – Cape verde. The Teachers’ Union (Siprofis) today welcomed the decision of the Constitutional Court “which confirmed the full legality of the Teaching Staff Statute (PCFR)” and considers it essential that all teachers commit to defending its effective implementation.
“With this decision, all doubts and questions raised by His Excellency, the President of the Republic, and other stakeholders are definitively dispelled, ensuring that the statute fully respects the Constitution”, says a note from this union entity.
Siprofis considered that the TC, by confirming that articles 6 (number 6), 9 (number 6) and 20 (number 2) of the Law that approves the Career, Functions and Remuneration Plan and establishes the Teaching Statute are in full compliance with the national legal system, “guarantees the full implementation of all benefits provided for, including the maintenance of the subsidy for not reducing the workload”.
“After months of uncertainty, anxiety and challenges faced by the teaching profession, this decision represents a historic victory for education, justice and truth. Siprofis recognizes and praises the role of the STF, parliamentarians and the Ministry of Education in guaranteeing teachers’ rights and defending legality”, writes the note.
Among the main advances confirmed by the statute, Siprofis listed the “salary increase as stipulated, three guaranteed promotions in accordance with the PCFR, inclusion of the subsidy for not reducing the workload in the retirement pension, salary increases for changes in level, improvement of the career for masters and doctors and a statute that values and dignifies the teaching career in Cape Verde.
“Siprofis and Fecap [Cape Verdean Federation of Teachers] reaffirm their commitment to the uncompromising defense of teachers’ rights, basing their actions on coherence, responsibility and impartiality, always putting the wishes of the teaching profession first,” the statement highlights.
The Constitutional Court ruled that there is no unconstitutionality in the request for preventive abstract supervision made by the Head of State, José Maria Neves, regarding doubts regarding the constitutional conformity of three of the rules of the preambular diploma that approved PCFR and established the Teaching Staff Statute, which was submitted to it by the National Assembly for promulgation as law.
