Africa-Press – Cape verde. The former president of the Republic said this Wednesday in Santa Cruz that sovereignty in Cape Verde resides exclusively with the people and cannot be attributed to political parties, history, or any other legitimacy other than popular expression.
According to Inforpress, Jorge Carlos Fonseca was speaking at a lecture on the theme “Constitutionalism, Democracy, and Constitutional Culture in Cape Verde,” hosted by the Santa Cruz City Council, where he discussed Cape Verde’s constitutional evolution from independence to the present day.
“The Constitution is the foundation and limit of political power. It is not the party, it is not the historical struggle. Sovereignty belongs to the people, to each citizen, who freely chooses their representatives through voting,” he emphasized.
During his speech, he also emphasized that the Cape Verdean democratic rule of law is based on human dignity, the separation of powers, and the affirmation of fundamental rights, freedoms, and guarantees.
“Any society without guaranteed rights or separation of powers has no Constitution. This is the profound meaning of our democratic system,” he emphasized.
