Africa-Press – Cape verde. The year 2025 was marked by the celebrations of the 50th anniversary of the country’s independence, while the election of the new leader of the African Party for the Independence of Cape Verde (PAICV, opposition), Francisco Carvalho, was also one of the events.

In parliament, deputy Emanuel Barbosa, from the Movement for Democracy (MpD, ruling party), was elected first vice-president of the National Assembly, while Clóvis Silva assumed the leadership of the PAICV parliamentary group, replacing João Baptista Pereira.

Former MpD leader Agostinho Lopes took on the role of secretary-general of this party, replacing Luís Carlos Silva.

Regarding the 50th anniversary of Cape Verde as a sovereign nation, the date was celebrated with a solemn session in the National Assembly, in which the Head of State called for the unity of Cape Verdeans inside and outside the country in the process of modernization and transformation of the archipelago.

“This is a time for unity, starting from our differences, for intense mobilization of all national capabilities, on the islands and in the diaspora, to move faster in the process of modernization and transformation of the country into a prosperous land of opportunities,” appealed President Neves.

The closing ceremony of the 50th anniversary took place on the island of Sal and was presided over by the Minister of the Presidency of the Council of Ministers and Parliamentary Affairs, Janine Lélis, who highlighted the country’s historical trajectory, marked by “sacrifice, unity and the ability to transform adversity into strength.”

The year 2025 is also marked by the request of the Attorney General of the Republic, Luís José Landim, to the National Assembly, for the suspension of the effectiveness of a resolution that creates a Parliamentary Commission of Inquiry (CPI) on the case of former deputy Amadeu Oliveira, who is currently imprisoned, considering it unconstitutional.

The President of the National Assembly, Austelino Correia, defended that the parliament “acted within the norm” and within the limits of its competence.

The People’s Party (PP), through its leader Amândio Barbosa Vicente, supported the creation of the Parliamentary Commission of Inquiry (CPI) and criticized the Attorney General’s request to the Constitutional Court (TC).

The case is before the Supreme Federal Court (STF) to assess whether or not there is unconstitutionality.

Following recent searches at the Praia City Hall, the Government publicly denied any responsibility for the actions of the judicial authorities.

The Financial and Patrimonial Directorate of the capital’s city hall, the Treasury, and the City Hall were the target of searches by the Public Prosecutor’s Office, aimed at seizing documents and objects that could serve as evidence in the context of allegations of “illegalities and corruption”.

For its part, the African Party for the Independence of Cape Verde (PAICV, opposition) expressed its “total institutional and political solidarity” with the city council and its president, Francisco Carvalho, following a new investigation by the Attorney General’s Office.

The Movement for Democracy (MpD, ruling party) accused the PAICV leader, Francisco Carvalho, of making “vile attacks” against the Public Prosecutor’s Office, to which MP Janira Hopffer Almada reacted, asking why some complaints are investigated and others are not.

The Cape Verdean Union for Independence and Democracy (UCID, opposition) argued that searches in city councils and public institutions are necessary, for the sake of transparency, when there are complaints filed with the Public Prosecutor’s Office.

On the sidelines of the closing ceremony of a seminar on “Regulation and Constitution” which he chaired at the Praia Campus of the University of Santiago, the President of the Republic highlighted the importance given to the Constitution of the Republic, as well as to the different political and economic institutions, stating that this has been a “factor of stability”.

The Members of Parliament failed to reach an agreement on condemning the takeover of power in Guinea-Bissau by the armed forces, and the PAICV proposal was rejected with 32 votes against from the MpD, 25 in favor, with 24 from the proposer and one from the Union of Independent and Democratic Cape Verdeans (UCID, opposition).

In the final stretch of the current political year, the president of the UCID, João Santos Luís, expressed his hope that, from 2026 onwards, there will be a “greater balance in the national political system” aimed at strengthening dialogue, improving the definition of public policies and expanding opportunities for citizens.

The leader of the PAICV, Francisco Carvalho, promises a 14-member government if he wins the legislative elections in 2026.

Former First Lady Lígia Fonseca, in a manifesto released, called for more women in elected positions and advocates for a woman to preside over the National Assembly.

Prime Minister Ulisses Correia e Silva promised that in 2026 he will increase the social pension to 7,000 escudos and the minimum wage to 25,000 escudos in 2027.
