The Parliamentary Group of the Movement for Democracy (MpD) reinforced today, in Parliament, that the President of the Republic (PR) does not govern and that governmental responsibility is, unequivocally, exclusive to the Government. Between these two institutions, he defended, there must be cooperation and never competition or dispute for protagonism.
In a political statement read today in the National Assembly, the Parliamentary Group of the MpD (GP of the MpD), in the person of deputy Emanuel Barbosa, said he hoped “to continue to count on a President of the Republic who is an arbiter and moderator of the political system and not an active opponent of the Government”.
This political declaration follows the discussion, in the public square, of the amount destined for the running and travel expenses of the Presidency of the Republic.
Urging compliance with the Constitution of the Republic of Cape Verde, the GP recalls that the Magna Carta reserves to the Government the function of defining, directing and executing the country’s general internal and external policy, positioning it as the highest body of Public Administration.
Cooperation
The President of the Republic emphasizes that, among other functions, it is incumbent on him to monitor and ensure compliance with the Constitution and international treaties, including ensuring “that the governmental function is exclusive to the Government and that no other body has the pretension of competing in this matter”. ”.
“Between the Government and the President of the Republic, there must be institutional cooperation and never competition and dispute for roles that are likely to generate discomfort in institutional relations”, he warns.

The GP of the MpD also reinforced that the PR does not govern, and that governmental responsibility rests exclusively with the executive.
“This underlining is an intentional clarification of a fundamental constitutional principle to avoid that drifts that compromise it may emerge within democracy”, he warned.
Budget responsibility
Regarding the budgetary issue of the Presidency of the Republic, the GPO of the MpD stressed that the distribution of resources to sovereign bodies obeys certain criteria, including “finite resources”, the country’s budget restrictions and the needs of each body.
In this sense, and in line with what the Government had said, he said that each sovereign body is “called to manage, with responsibility and parsimony”, its budget, establishing priorities and taking into account the crisis experienced in the country and in the world. .
