Africa-Press – Cape verde. Marcelo Rebelo de Sousa, President of the Republic of Portugal, assured today that, as soon as he receives, next week, the legal regime for foreigners in Portugal, already approved by the Assembly of the Republic, he will enact it immediately.
Marcelo gave this guarantee in Lisbon, in statements to the press, at the end of the meeting, at Palácio de Belém, with the President of the Republic of Cape Verde, José Maria Neves.
JMN, it is recalled, today began a four-day visit to Portugal, aiming at strengthening the historical, political, economic and cultural ties between the two countries.
“I expect the decree of the Assembly of the Republic to arrive tomorrow or early next week, at the latest, by the end of next week and I will promulgate it before mid-August. It will be promulgated immediately. There is no doubt in my mind that it did not have any votes against in Parliament and it had an overwhelming majority voting in favour. It represents a national consensus”, he highlighted.

The new legal regime for foreigners in Portugal, which defines the entry, stay, exit and removal of foreigners from the national territory, among other aspects, determines that the granting of residence and temporary stay visas to nationals of a State in which they are the Community of Portuguese-Speaking Countries (CPLP) Agreement does not depend on a prior opinion from the SEF.
The Cape Verdean PR recalled the process carried out for the approval of the CPLP mobility agreement, during the Cape Verde presidency and which has now been ratified by all States (Cape Verde, Portugal, Brazil, East Timor, Guinea -Bissau, São Tomé and Príncipe, Angola and Mozambique), with the exception of Equatorial Guinea.

In Cape Verde, the Council of Ministers also approved last week the amendments to the law on foreigners, allowing to accommodate in national legislation the rules of the mobility agreement within the CPLP, approved a year ago.
“In Cape Verde, the diploma is coming to Parliament to be analyzed and will soon be approved and, of course, promulgated by the Presidency of the Republic. These legal instruments facilitate the mobility of people and Portugal and Cape Verde are already negotiating more advanced agreements for the mobility of people between the two countries”, guaranteed JMN. .
It should be noted that the agreement on mobility between the CPLP member states was signed on July 17, 2021, in Luanda, by the nine Portuguese-speaking countries.
The same attests to four modalities related to the ease of mobility between the signatory countries, namely short-term stay, temporary stay, residence visa and residence permit.
