Africa-Press – Cape verde. <\/strong><\/span>The president of the National Association of Municipalities of Cape Verde (ANMCV) warned today of the need to approve instruments considered \u201cessential\u201d for the development of municipalities.<\/p>\n

Herm\u00e9nio Fernandes launched this challenge at the opening of the seventh Ordinary meeting of the ANMCV General Council, of the VIII Mandate, under the motto \u201cTogether, working as a network for the SDGs\u201d, which is taking place in the municipality of Santa Cruz, in the interior of Santiago, defending the need for \u201clegislative reforms\u201d.<\/p>\n

In this sense, he demonstrated his concern with the end of the local government cycle and until then the diplomas and proposed laws that he considers to be \u201cessential and essential\u201d for the success of municipalities and which are already in Parliament, have not yet been approved.<\/p>\n

According to this leader, it is necessary to provide Cape Verdean municipality and local government with more strength and better conditions, to be able to fully fulfill its mission.<\/p>\n

In this sense, he launched an appeal to mayors and all actors interested in the matter in order to raise awareness among parliamentarians, deputies from all benches, to reach an agreement and move forward with the approval of the new financial regime and the diplomas that are in Parliament awaiting approval.<\/p>\n

\u201cThose who love local power, more resources and powers for municipalities, more means to face challenges, cannot postpone the approval of these instruments\u201d, said Herm\u00e9nio Fernandes.<\/p>\n

The mayor also highlighted that the path to development is without a shadow of a doubt decentralization, justifying that the most developed countries are those that have invested most in decentralization and the unprecedented financing policy of municipal territories, which need to be better prepared to receive investments , this being the power closest to the populations.<\/p>\n

He warned local leaders present at the meeting about the need to embrace the challenge of energy transition, electric mobility, thus reducing dependence on fossil fuels, and guaranteeing savings for social investments, but above all to promote the use of clean energy sustainable and ensure energy security.<\/p>\n

Likewise, he spoke about the need for municipalities to accelerate reforms at the level of municipal machinery and administrations, where municipalities face the challenge of mobilizing resources, and to this end, he considers it important to adopt an attitude of diversification of funding sources.<\/p>\n

As for the SDGs, he recalled that they stipulated by 2030 the eradication of poverty, hunger, inequalities, as well as having healthy and sustainable cities and communities, believing that they will achieve this.<\/p>\n

For her part, the president of the General Council, Maria Clara Rodrigues, advised the presidents of the municipalities to analyze investment opportunities, work with companies and public and private institutions to establish partnerships and mobilize financing for investments within the scope of the SDG and agenda 20\/ 30.<\/p>\n

He also asked that municipalities recognize the role of civil society, NGOs, community associations, and thus work with all the municipality’s intervention forces in a more organized perspective and together have a more holistic view of the challenges in order to support the development of families and of the neighborhoods.<\/p>\n

As a challenge for this meeting, he proposed the organization of a commission to create the Association of Municipal Assemblies, and the creation of a group to organize and approve the network of local elected women.<\/p>\n

Finally, he calls for attention from leaders to create conditions and draw up an emergency and prevention plan to combat dengue, especially for sanitation and environmental services with a view to combating this scourge that the country has faced for some years.<\/p>\n
