{"id":21638,"date":"2023-12-10T11:46:36","date_gmt":"2023-12-10T11:46:36","guid":{"rendered":"https:\/\/www.africa-press.net\/cape-verde\/all-news\/fear-of-commitments-still-keeps-many-cape-verdeans-away-from-the-formal-economy"},"modified":"2023-12-10T14:40:00","modified_gmt":"2023-12-10T14:40:00","slug":"fear-of-commitments-still-keeps-many-cape-verdeans-away-from-the-formal-economy","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/cape-verde\/all-news\/fear-of-commitments-still-keeps-many-cape-verdeans-away-from-the-formal-economy","title":{"rendered":"Fear of commitments still keeps many Cape Verdeans away from the formal economy"},"content":{"rendered":"<p><span style=\"color: #ff6600\"><strong>Africa-Press &#8211; Cape verde. <\/strong><\/span>Praia, 09 Dec 2023 (Lusa) &#8211; Ronilson da Luz Soares, 41 years old, has been washing cars outdoors since 2016, in Praia, capital of Cape Verde, but he has a dream: to provide this service in his own \u201ccomfortable\u201d space and for customers.To do this, you need to register with finance and social security, that is, go from informal worker \u2013 who represent around half of employment in the Cape Verdean economy \u2013 to formality.<\/p>\n<p>Ronilson says he wants to take this step, to expand the business, gain \u201cmore respect\u201d from everyone, but confesses one fear: \u201cthey ask for a lot of documents\u201d and you have to go to \u201ca lot of places\u201d.<\/p>\n<p>Fear is one of the main obstacles to formalizing activities, says Anto\u0301nio Baptista, economist and professor at the University of Cape Verde (UniCV).<\/p>\n<p>The bureaucracy and the fact that \u201cthey have to make monthly [financial] commitments scares them\u201d, he says, based on surveys and his experience as president of Profin, the Association for the Promotion of Financial Education.<\/p>\n<p>\u201cFirst, we need to help small businesses to be sustainable\u201d, because, \u201cwith income, there will be more propensity for formality\u201d, he argues to Lusa, with the perception that informality \u201cis increasing\u201d, despite the Government&#8217;s efforts and other entities.<\/p>\n<p>To counter the trend, the economist suggests investing in financial literacy so that informal people can organize their business, which consists of basic procedures, such as separating it from personal accounts and allocating remuneration to oneself.<\/p>\n<p>Only then can registration initiatives with state entities be successful, he points out, in order to ensure that an informal person who starts paying into social security no longer stops doing so because of the fragility of their activity.<\/p>\n<p>Olavo Correia, deputy prime minister of Cape Verde with the portfolios of Finance and Business Development, presents himself as a product of informality, of commercial activities from which his mother obtained income to send her children to study.<\/p>\n<p>\u201cMy mother was illiterate and was in the informal sector: she worked, invested, put us in the education system and today I&#8217;m here as a technician in the financial area\u201d, he said, adding: \u201cCape Verdeans don&#8217;t need alms, they need opportunities. We have an obligation to create these opportunities.\u201d<\/p>\n<p>Asked about the State&#8217;s possible loss in tax revenue due to the lack of contribution from the informal sector, Olavo Correia says that the question does not arise in those terms, but rather from the point of view of the harm that exclusion poses to informal workers.<\/p>\n<p>\u201cThe State loses nothing\u201d, he said, adding that the important thing is the creation of jobs and that \u201cthe State is already gaining, a lot\u201d, with those who live without depending on central or local power and support their families.<\/p>\n<p>\u201cNow, we have an obligation to place these people within a formal system of inclusion, for health, for retirement, for access to opportunities\u201d to which they are entitled, such as, for example, to meet the requirements for access to credit \u2013 which requires records formal.<\/p>\n<p>The same position is defended by Anto\u0301nio Baptista, stating that \u201cthose who suffer most are those themselves\u201d for not having access to state support.<\/p>\n<p>On the tax side, he points out that the contribution of informal workers to State revenue is marginal, suggesting rather more refined \u201cfinancial engineering\u201d to tax consumption, because everyone (including informal workers) makes purchases based on their income.<\/p>\n<p>\u201cThe cost of monitoring\u201d informal activity, \u201cto collect another layer of revenue, is very high\u201d, he points out.<\/p>\n<p>Isaura Mendes Almeida, 41 years old, has been selling meals in the car park on one of the capital&#8217;s streets for eight years and says that she has even tried to regularize the activity, but the process never came to an end.<\/p>\n<p>I wanted authorization to place a kiosk with better conditions on the site, even if I had to pay a little.<\/p>\n<p>\u201cIf they can\u2019t help, they can\u2019t ban us, because we have to survive. I have small children, their father is in jail and everything is under my responsibility, I can\u2019t go without working\u201d, says the trader.<\/p>\n<p>Informality is always visible in Cape Verde, whether with street commerce or in other establishments, such as hairdressing salons.<\/p>\n<p>\u201cWomen are more involved\u201d, describes Anto\u0301nio Baptista, but they do not have exclusivity, immediately pointing to the example of carpentry professionals.<\/p>\n<p>Olavo Correia believes that new technologies can be a game-changing factor.<\/p>\n<p>\u201cToday we have an excellent opportunity to use digital to combat bureaucracy\u201d and points to what is visible: today, almost everyone involved in some activity \u201cuses a cell phone\u201d.<\/p>\n<p>\u201cWe are working to use digital in this transition\u201d, he guarantees.<\/p>\n<p>\u201cThe future of Africa and Cape Verde will depend greatly on the ability to create instruments so that people can create jobs for themselves and others\u201d, expanding them, with sustainability and inclusion in social benefits, he concluded.<\/p>\n<p>Diamantino Tavares Gomes, 35 years old, leaves Santa Cruz, on the east coast of the island of Santiago, every day, with around 40 coconuts to quench the thirst of those who frequent Quebra Canela beach, one of the most popular in the capital.<\/p>\n<p>\u201cI don\u2019t pay to sell here, but I would really like to have better conditions\u201d, he says, dreaming of \u201ca company\u201d and the desire to \u201cput some people to work\u201d, he said, portraying an ambition common to many Cape Verdeans.<\/p>\n<p><strong>For More News And Analysis About <a href=\"https:\/\/www.africa-press.net\/cape-verde\">Cape verde<\/a> Follow <a href=\"https:\/\/www.africa-press.net\/\">Africa-Press<\/a><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Africa-Press &#8211; Cape verde.
