Africa-Press – Cape verde. <\/strong><\/span>PAICV deputy Anto\u0301nio Fernandes today called the Government’s attention for \u201cfailure to fulfill promises\u201d to Cape Verdeans, to \u201cenergize and develop\u201d the infrastructure and housing sectors, and the \u201cfailure\u201d in implementing government policies.<\/p>\n

The PAICV deputy made this call to attention in the National Assembly when he intervened during the parliamentary debate with the Minister of Infrastructure, Housing and Spatial Planning, Eunice Silva, proposed by his party.<\/p>\n

Na sua intervenc\u0327a\u0303o, destacou os ganhos que o pai\u0301s alcanc\u0327ou nos referidos sectores durante os 15 anos de governac\u0327a\u0303o do PAICV, atrave\u0301s do \u201cmaior plano de Infraestruturac\u0327a\u0303o do pai\u0301s a todos os ni\u0301veis\u201d, traduzindo a \u201ccrise em oportunidades\u201d e criac\u0327a\u0303o de \u201cmaiores infraestruturas estruturantes\u201d.<\/p>\n

\u201cSem infra-estruturas modernas e estruturantes realizadas ate\u0301 2016, jamais o pai\u0301s haveria de conhecer a retoma do crescimento econo\u0301mico, ainda em 2016, quando cresceu 4,7 por cento (%) e na fase po\u0301s-covid-19, ta\u0303o cedo e pujante como aconteceu em 2022 a 18 %. Ningue\u0301m pode negar, que afinal, o potencial estrutural de crescimento foi lanc\u0327ado ainda na governac\u0327a\u0303o do PAICV\u201d, declarou.<\/p>\n

Segundo o deputado do maior partido da oposic\u0327a\u0303o, passados quase oito anos da governac\u0327a\u0303o do MpD, e pelo portfo\u0301lio dos compromissos assumidos e o \u201cbaixo ni\u0301vel de concretizac\u0327a\u0303o\u201d dos mesmos, o PAICV propo\u0302s o debate com a ministra Eunice Silva para alertar o Governo para o falhanc\u0327o na execuc\u0327a\u0303o das medidas.<\/p>\n

No quesito do Ordenamento e Territo\u0301rio, salientou Anto\u0301nio Fernandes, o Governo liderado pelo MpD, no poder ha\u0301 oito anos, na\u0303o apresentou ao parlamento qualquer relato\u0301rio do Estado de Ordenamento do Territo\u0301rio, instrumento, a seu ver, \u201cfundamental e legalmente obrigato\u0301rio\u201d de dois em dois anos para balanc\u0327o e redefinic\u0327a\u0303o dos caminhos.<\/p>\n

Frisou, neste contexto, que por causa desse incumprimento, as infra-estruturas esta\u0303o surgindo, \u201cde forma avulsas, isoladas, e sem qualquer visa\u0303o de conjunto\u201d, com \u201cimplicac\u0327o\u0303es territoriais graves, hipotecando o futuro do pai\u0301s\u201d.<\/p>\n

\u201cO Governo na\u0303o olha para a Directiva Nacional de Ordenamento do Territo\u0301rio (DNOT), ha\u0301 um desnorte a ni\u0301vel dos Esquema Regional de Ordenamento do Territo\u0301rio (EROT), a ni\u0301vel municipal quase todos os PDM esta\u0303o fora do peri\u0301odo de vige\u0302ncia, precisam ser revistos, e o Governo anda, a leste, com muita indiferenc\u0327a, e com grande atraso na promoc\u0327a\u0303o das actualizac\u0327o\u0303es\u201d, avaliou.<\/p>\n

Criticou, igualmente, o incumprimento das promessas do Governo no sector das Infraestruturas relativamente a\u0300 construc\u0327a\u0303o, requalificac\u0327a\u0303o e ampliac\u0327a\u0303o de aeroportos nas diferentes ilhas, portos e orlas mari\u0301timas e construc\u0327a\u0303o de hospital de refere\u0302ncia de Cabo Verde, entre outras.<\/p>\n

A ni\u0301vel das estradas, acrescentou, o pai\u0301s com todo saber-fazer de empresas instaladas desde a governac\u0327a\u0303o do PAICV, o MpD tudo o que conseguiu fazer em quilometragem de estradas asfaltadas foi pouco mais de 75 quilo\u0301metros, o que representa 15 % das estradas asfaltadas na governac\u0327a\u0303o do PAICV, ate\u0301 2014.<\/p>\n

\u201cNa\u0303o houvesse a disrupc\u0327a\u0303o causada pelas eleic\u0327o\u0303es de 2016, hoje a situac\u0327a\u0303o habitacional em Cabo Verde estaria mais em conformidade com o sentido da garantia do direito constitucional do acesso das pessoas a\u0300 habitac\u0327a\u0303o condigna\u201d, declarou.<\/p>\n

Enalteceu ainda que com o Programa Casa para Todos foram mais de seis mil habitac\u0327o\u0303es projectadas e milhares construi\u0301das, gerac\u0327a\u0303o de milhares de empregos acusando o Governo de tentativa de bloqueio e desvalorizac\u0327a\u0303o do referido projecto habitacional.<\/p>\n

\u201cThe Government has not yet managed to put in place a comparative alternative program. If today we ask people who live in class A, B or C apartments in the Casa para Todos complexes how they are doing, the answer is, without a doubt, better than that of people who are forced to live in one-bedroom family homes, in shared bathrooms and joint kitchens, built under the current MpD governance\u201d, concluded Anto\u0301nio Fernandes.<\/p>\n
