Africa-Press – Cape verde. <\/strong><\/span>The biggest challenge facing notary and registry services is their modernization, in order to fulfill the aim of better serving citizens and providing a substantial improvement in the business environment, said this Tuesday, 9th, the Minister of Justice.<\/p>\n

Joana Rosa made this statement during her speech at the XVIII Conference of Ministers of Justice of Portuguese-speaking Countries (CMJPLOP), which takes place in Sa\u0303o Tome\u0301 and Pri\u0301ncipe, under the theme \u201cStrengthening the Notary for the Reliability and Security of documents in CPLP\u201d.<\/p>\n

This modernization, according to the governor, is necessary for notary offices and conservatories to assume the role of drivers of progress, \u201cwhich nowadays essentially rhymes with technology, information and communication.\u201d<\/p>\n

\u201cThere is no proven economic growth and development or social well-being that escapes this equation\u201d, defended Joana Rosa, stressing that in Cape Verde the path followed since the beginning of independence leaves a mixture of pride and non-conformity.<\/p>\n

After discussing the development stages of the Notary Registration and Identification (RNI) service, Joana Rosa said that in parallel with this evolution, it was understood early on that it was imperative to develop policy measures that aim to guarantee equality between resident and non-resident Cape Verdeans in access to essential services.<\/p>\n

Among these services, he highlighted passports, National Identification Card (CNI), certificates, driving license validation, public certificates of equivalence, \u201camong others that attest to states or legal situations\u201d.<\/p>\n

\u201cThe Justice Portal also offers the possibility of accessing information from the sector\u2019s various services, as well as carrying out acts and receiving documentation, including from Registries and Notaries, with clear gains in speed, security and comfort\u201d, he added.<\/p>\n

On the other hand, he said that in the Justice sector, the area of \u200b\u200bRegistries and Notaries has been the subject of a clear commitment towards reform, with a view to its permanent modernization.<\/p>\n

The XVIII Conference of Ministers of Justice of Portuguese Speaking Countries (CMJPLOP) is part of an invitation to joint reflection on the challenges facing the present and future of the notary of the Member States of the Community of Portuguese Speaking Countries (CPLP) .<\/p>\n

The conference aims to debate and share experiences and knowledge in areas of great interest to the notary, namely the circulation of digital documents, the apostille and the role of the notary in guaranteeing legal security in face-to-face electronic business, as well as the protection of most vulnerable in a digital and globalized world and the challenges of artificial intelligence in justice, among others.<\/p>\n

The idea, according to the meeting’s conceptual note, is to bring together efforts to create a more harmonized system in the field of registration law and notary law based on computerization of services and dematerialization of legal and administrative procedures.<\/p>\n

The Conference of Ministers of Justice of Portuguese Speaking Countries (CMJPLOP) has its origins in the Cooperation Agreement, signed in September 1992, in Sa\u0303o Tome\u0301 and Pri\u0301ncipe.<\/p>\n
