It is not the party, it is not the historical struggle. Sovereignty belongs to the people, to each citizen, who freely chooses their representatives through voting,&#8221; he emphasized.<\/p>\n<p>During his speech, he also emphasized that the Cape Verdean democratic rule of law is based on human dignity, the separation of powers, and the affirmation of fundamental rights, freedoms, and guarantees.<\/p>\n<p>&#8220;Any society without guaranteed rights or separation of powers has no Constitution.
