Africa-Press – Cape verde. <\/strong><\/span>The impasse in approving the parliamentary agenda is due to the loss of majority by the MpD parliamentary group and the lack of coordination with the other political forces, stated the PAICV parliamentary leader today.<\/p>\n

According to Clo\u0301vis Silva, the MpD currently has 20 deputies present in plenary, an insufficient number to guarantee the approval of the work agenda, given the absence of 18 parliamentarians.<\/p>\n

Clo\u0301vis Silva made these remarks when approached by the press about the suspension of the last plenary session of this legislature due to lack of quorum.<\/p>\n

\u201cThe fundamental problem is that, at this moment, the Cape Verdean parliament does not have a majority,\u201d he stated, emphasizing that, under these circumstances, dialogue and negotiation between the different parliamentary groups become indispensable.<\/p>\n

The same source considered that this coordination \u201chas not existed until now,\u201d pointing out that several bills included in the agenda do not have political consensus.<\/p>\n

Among the examples mentioned is the statute for parliamentary staff, which has not yet been finalized in the specialized committee, and therefore, in his opinion, \u201cdoes not meet the conditions to be included on the agenda.\u201d<\/p>\n

Another bill mentioned is the one aimed at regularizing precarious employment in public administration, the third of its kind, one of the previous ones having been subject to preventive review by the President of the Republic. Regarding this proposal, he indicated that there are criticisms regarding its fairness and alleged violations of the principle of equality, already pointed out by unions.<\/p>\n

The leader of the parliamentary group of the largest opposition party also highlighted reservations about new bills recently introduced, namely the government’s request for legislative authorization to approve the Code of Labor Offenses, considering that the document contains \u201cunconstitutional matters\u201d and needs corrections.<\/p>\n

According to the same source, a lack of political understanding has marked the legislature, accusing the MpD of, in the past, approving bills without the involvement of other parliamentary groups, a situation that is now reversed with the loss of the majority.<\/p>\n

\u201cAt this moment, without the votes of other political forces, the MpD cannot approve the agenda,\u201d he stated, reinforcing that the approval of the agenda depends on prior negotiations that have not yet taken place.<\/p>\n

However, the President of the National Assembly has already convened a new conference of leaders, with a view to holding a new plenary session this Thursday, the 9th.<\/p>\n

If there is no quorum or agreement between the parliamentary groups, Silva warned, \u201cthere will be no conditions to approve the agenda.\u201d<\/p>\n

The same source admitted that the MpD could mobilize more deputies to guarantee their presence, but considered that, without political negotiation, the impasse is likely to continue.<\/p>\n
