Africa-Press<\/a> – CentrAfricaine<\/a>. <\/strong><\/span>Selon l\u2019ONG The Sentry, le sucrier Sucaf, filiale de Somdiaa, a aid\u00e9 financi\u00e8rement l\u2019UPC, un groupe arm\u00e9 centrafricain, en \u00e9change de sa protection. Les int\u00e9ress\u00e9s d\u00e9mentent.<\/p>\n

Selon un rapport de l\u2019ONG am\u00e9ricaine The Sentry, rendu public le 18 ao\u00fbt, la Sucrerie africaine de Centrafrique (Sucaf RCA) a conclu avec plusieurs groupes arm\u00e9s de ce pays un accord visant \u00e0 \u00ab s\u00e9curiser son usine et ses champs de canne \u00e0 sucre \u00bb ainsi qu\u2019\u00e0 \u00ab prot\u00e9ger son monopole \u00bb.<\/p>\n

La Sucaf RCA est l\u2019une des filiales de la Soci\u00e9t\u00e9 d\u2019organisation, de management et de d\u00e9veloppement des industries alimentaires et agricoles (Somdiaa), qui appartient \u00e0 87% au groupe fran\u00e7ais Castel, deuxi\u00e8me brasseur en Afrique et num\u00e9ro trois mondial du vin. Entretien de v\u00e9hicules, livraison de carburant\u2026 \u00bb<\/p>\n

En \u00e9change de la protection de ces groupes arm\u00e9s, la Sucaf RCA aurait mis en place un \u00ab syst\u00e8me sophistiqu\u00e9 et informel pour les financer \u00bb, par des paiements directs et indirects en esp\u00e8ces. Elle leur a aussi fourni \u00ab une aide en nature, sous la forme d\u2019entretien de v\u00e9hicules et de livraison de carburant \u00bb, explique l\u2019ONG.<\/p>\n

De son c\u00f4t\u00e9, Alexandre Vilgrain, pr\u00e9sident du Conseil fran\u00e7ais des investisseurs en Afrique (Cian) et PDG de Somdiaa, affirme qu\u2019\u00e0 sa connaissance la direction de la Sucaf n\u2019a conclu \u00ab aucun arrangement \u00bb et n\u2019a fourni aucun soutien \u00e0 ces mouvements rebelles.<\/p>\n

Plantations de canne \u00e0 sucre<\/b><\/p>\n

Deuxi\u00e8me pays le moins d\u00e9velopp\u00e9 au monde selon l\u2019ONU, la Centrafrique est, depuis 2013, le th\u00e9\u00e2tre d\u2019une crise politique et militaire majeure. La guerre civile a permis \u00e0 des groupes rebelles de prendre le contr\u00f4le de nombreux territoires ainsi que leurs ressources.<\/p>\n

C\u2019est le cas pour les quelque 5 137 hectares de plantations de canne \u00e0 sucre et pour la raffinerie de la Sucaf RCA, \u00e0 Ngakobo, \u00e0 400 km \u00e0 l\u2019est de Bangui, dans la pr\u00e9fecture de Ouaka. Depuis la fin de 2014, ce territoire est pass\u00e9 sous le contr\u00f4le de l\u2019Unit\u00e9 pour la paix en Centrafrique (UPC), l\u2019un des principaux groupes arm\u00e9s du pays. Les chefs rebelles Darassa et Bouba auraient per\u00e7u des milliers d\u2019euros depuis 2014.<\/p>\n

Les premiers b\u00e9n\u00e9ficiaires de l\u2019accord tacite pass\u00e9 avec la Sucaf et que d\u00e9nonce The Sentry, seraient Ali Darassa, le leader de l\u2019UPC, et Hassan Bouba, son ancien num\u00e9ro deux, radi\u00e9 du groupe le 26 janvier 2021. Tous deux sont responsables de l\u2019attaque perp\u00e9tr\u00e9e dans un camp de d\u00e9plac\u00e9s \u00e0 Alindao, en novembre 2018, qui avait caus\u00e9 la mort d\u2019au moins 112 personnes, dont 19 enfants.<\/p>\n

Plus grave, des rapports de s\u00e9curit\u00e9 internes, recueillis par l\u2019ONG am\u00e9ricaine et que l\u2019AFP a pu consulter, indiquent que la direction de Somdiaa, \u00e0 Paris, \u00e9tait inform\u00e9e des exactions commises par les groupes arm\u00e9s dans la pr\u00e9fecture de la Ouaka.<\/p>\n

Barrages routiers<\/b><\/p>\n

Selon The Sentry, Darassa et Bouba auraient per\u00e7u des milliers d\u2019euros chaque ann\u00e9e entre 2014 et 2021. Des entretiens avec des membres de leur groupe rebelle en faction sur le site de l\u2019usine auraient r\u00e9v\u00e9l\u00e9 que ces derniers \u00e9taient directement r\u00e9mun\u00e9r\u00e9s par la Sucaf RCA.<\/p>\n

Autre source importante de revenus pour l\u2019UPC : la mise en place de barrages routiers entre Bangui et Ngakobo, obligeant les camions de la Sucaf \u00e0 payer des taxes de passage.<\/p>\n

Pour prot\u00e9ger son monopole, le groupe sucrier a, selon l\u2019ONG, obtenu le soutien de l\u2019UPC, qui proc\u00e9dait \u00e0 \u00ab la saisie forc\u00e9e de sucre de contrebande \u00bb en provenance du Soudan voisin. Le groupe arm\u00e9 recevait des commissions sur chaque saisie.<\/p>\n

Toujours dans son rapport, l\u2019ONG explique que \u00ab le sucre saisi \u00e9tait discr\u00e8tement d\u00e9charg\u00e9 la nuit avant d\u2019\u00eatre reconditionn\u00e9 en sacs de sucre de la Sucaf RCA pour \u00eatre ensuite vendu \u00e0 des grossistes \u00bb. \u00ab Il n\u2019y a eu aucun accord, aucun financement mensuel mis \u00e0 notre disposition \u00bb, assure pour sa part Hassan Bouba, devenu ministre de l\u2019\u00c9levage en f\u00e9vrier 2019.<\/p>\n

Comme le conclut l\u2019enqu\u00eate de The Sentry, l\u2019entente entre la Sucaf RCA et l\u2019UPC \u00ab s\u2019est poursuivie jusqu\u2019en mars 2021 \u00bb, lorsque les membres du groupe rebelle ont \u00e9t\u00e9 chass\u00e9s de la zone par une contre-offensive des forces arm\u00e9es centrafricaines et des paramilitaires russes.<\/p>\n","protected":false},"excerpt":{"rendered":"
