Africa-Press – CentrAfricaine. <\/strong><\/span>La R\u00e9publique centrafricaine, tout comme les pays d\u2019Afrique et voire du monde, traverse une situation \u00e9conomique tr\u00e8s difficile. Cette conjoncture a affect\u00e9 tous les domaines d\u2019activit\u00e9s socio-professionnelles et les m\u00e9nages en souffrent quotidiennement.<\/p>\n

En ce moment, la R\u00e9publique centrafricaine traverse une p\u00e9riode tr\u00e8s difficile. Des rumeurs courent un peu partout dans les m\u00e9dias, les r\u00e9seaux sociaux et sur toutes les l\u00e8vres. Ces rumeurs font \u00e9tat de ce que, la caisse du Tr\u00e9sor public serait au compteur rouge. Cette rumeur alarmante, a mis en \u00e9veil bon nombre de compatriotes qui suivent attentivement, l\u2019\u00e9volution de la situation du pays.<\/p>\n

Nous sommes sans ignorer que, depuis deux ans, la R\u00e9publique centrafricaine est suspendue des aides budg\u00e9taires, notamment de la part de la France, suivi des institutions de Bretton Woods ainsi que de la part de l\u2019Union Europ\u00e9enne.<\/p>\n

Ces appuis budg\u00e9taires, m\u00eame si elles sont modestes, n\u00e9anmoins, elles permettent \u00e0 l\u2019Etat centrafricain de faire face \u00e0 certaines charges dans plusieurs domaines. C\u2019est-\u00e0-dire, ces aides ne sont pas n\u00e9gligeables du moment o\u00f9 le budget de l\u2019Etat n\u2019est pas consistant (280 milliards) de FCFA par an, cela est insignifiant pour faire face aux multiples d\u00e9fis auxquels, fait face la RCA.<\/p>\n

Le d\u00e9fi s\u00e9curitaire \u00e0 son tour, a fait surcharger les besoins de l\u2019Etat. C\u2019est pourquoi, l\u2019effort de guerre consomme la majeure partie du budget de l\u2019Etat \u00e0 l\u2019heure actuelle. Ainsi, face aux d\u00e9fis \u00e9conomiques, s\u00e9curitaires et financiers, la RCA traverse une situation difficile sans oublier celle de la p\u00e9nurie des produits p\u00e9troliers qui touche toute la sous-r\u00e9gion de l\u2019Afrique centrale.<\/p>\n

Au vue de cette situation, le pays ne peut pas rester les bras crois\u00e9s, les hautes autorit\u00e9s doivent faire preuve d\u2019imagination tout en mettant en place une strat\u00e9gie qui scie avec la r\u00e9alit\u00e9 de l\u2019heure car, en p\u00e9riode exceptionnelle, il faut des mesures et ou des solutions exceptionnelles. Ceci dit, le gouvernement doit songer \u00e0 la r\u00e9duction du train de vie des hauts responsables de l\u2019Etat.<\/p>\n

Ensuite, r\u00e9duire les f\u00eates intempestives jug\u00e9es inutiles voire supprimer les jours f\u00e9ri\u00e9s qui suivent les f\u00eates tomb\u00e9es un dimanche. Cela permettra aux entreprises que \u00e7a soit du secteur formel et informel ainsi qu\u2019\u00e0 l\u2019administration publique, de travailler et augmenter les recettes \u00e9tatiques. L\u2019augmentation de la production des entreprises et l\u2019intensification des activit\u00e9s commerciales, permettront de faciliter le circuit mon\u00e9taire dans le pays.<\/p>\n

Mais \u00e9galement, il faudrait que le chef du gouvernement veille \u00e0 une gestion saine et rigoureuse des fonds de l\u2019Etat car, le temps est dur. La gabegie financi\u00e8re, c\u2019est ce que les institutions financi\u00e8res nous reprochent souvent car, ces aides que nous sollicitons sont les fruits des souffrances des autres.<\/p>\n

La RCA est un pays qui n\u2019est pas totalement pauvre. Son vrai probl\u00e8me se trouve au niveau de l\u2019organisation et de rigueur. Les recettes douani\u00e8res, les imp\u00f4ts et autres taxes per\u00e7ues par les r\u00e9gies financi\u00e8res de l\u2019Etat peuvent servir \u00e0 ma\u00eetriser la situation pourvu qu\u2019elles soient bien s\u00e9curis\u00e9es et bien g\u00e9r\u00e9es.<\/p>\n

Comme l\u2019a si bien dit le ministre des finances et du budget, Herv\u00e9 Ndoba, m\u00eame en absence de ces aides budg\u00e9taires, le pays va toujours fonctionner comme il se doit et que les d\u00e9penses r\u00e9galiennes de l\u2019Etat vont toujours ex\u00e9cut\u00e9es dans le temps comme d\u2019habitude. Ceci dit, ce contexte g\u00e9n\u00e9ral de crise qui affecte tout le pays du monde \u00e0 l\u2019heure actuelle, doit \u00eatre pris en compte.<\/p>\n

Il suffit juste de pr\u00e9parer le Centrafricain moralement \u00e0 affronter ce qui viendra car, il s\u2019agit d\u2019une question de communication et de sensibilisation.<\/p>\n
