\u00ab\u00a0La migration irre\u0301gulie\u0300re maghre\u0301bine et subsaharienne vers l\u2019e\u0301tranger traduisent l\u2019existence d\u2019e\u0301carts de de\u0301veloppement et d\u2019inte\u0301gration socio-e\u0301conomique entre les re\u0301gions attractives du littoral et des grandes villes d\u2019un co\u0302te\u0301, et les re\u0301gions re\u0301pulsives de l\u2019inte\u0301rieur et du Sud de l\u2019autre\u00a0\u00bb, affirme a\u0300 Radio Sputnik Afrique Hassen Boubakri, professeur de ge\u0301ographie et des e\u0301tudes de migration a\u0300 l\u2019Universite\u0301 de Sousse et pre\u0301sident de l\u2019ONG Centre de Tunis pour la Migration et l\u2019Asile.<\/p>\n

Selon lui, \u00ab\u00a0l\u2019Afrique subsaharienne est devenue depuis le milieu des anne\u0301es 90 du XXe sie\u0300cle une zone fort pourvoyeuse de migrants pour tous les pays d\u2019Afrique du Nord, en raison de trois facteurs principaux : l\u2019explosion de\u0301mographique, l\u2019e\u0301largissement de l\u2019e\u0301cart de de\u0301veloppement avec les pays d\u2019Afrique du Nord et avec les pays de\u0301veloppe\u0301s, l\u2019e\u0301clatement des guerres civiles et ethniques en Afrique orientale, centrale et occidentale etc.\u00a0\u00bb<\/p>\n

Et de poursuivre, \u00ab\u00a0les effets de la guerre en Libye, [de\u0301clenche\u0301e par l\u2019intervention de l\u2019Otan sous instigation franc\u0327aise en 2011, ndlr], se sont e\u0301tendus aux pays du Sahel. Les re\u0301seaux criminels de trafic de migrants et de traite des e\u0302tres humains ont transfe\u0301re\u0301 des centaines de milliers de migrants africains vers la Libye principalement, puis vers l\u2019Europe, durant la de\u0301cennie 2011-2020\u00a0\u00bb. \u00ab\u00a0A\u0300 partir du moment ou\u0300 il y a certaines puissances qui ne veulent pas qu\u2019il y ait une stabilisation de la Libye, les groupes arme\u0301es vont continuer a\u0300 faire des trafics aussi bien de migrants que de pe\u0301trole, des armes ou de la drogue\u00a0\u00bb, avertit Hassen Boubakri.<\/p>\n

Enfin, il estime qu\u2019\u00a0\u00bbau de-la\u0300 de toutes conside\u0301rations, la re\u0301solution du proble\u0300me des migrations irre\u0301gulie\u0300res a\u0300 partir des pays du Maghreb, comme du reste de l\u2019Afrique, ne peut e\u0302tre obtenue que gra\u0302ce a\u0300 l\u2019encouragement et a\u0300 la mise sur pied de re\u0301elles et courageuses politiques e\u0301conomiques et sociales productives de richesses et cre\u0301atrices d\u2019emplois dans les zones de de\u0301part et de transition\u00a0\u00bb.<\/p>\n
