Africa-Press – Congo Brazzaville. <\/strong><\/span>Les travaux du segment technique de la session inaugurale de la \u00ab Task force carbone forestier \u00bb, tenus du 27 au 28 fe\u0301vrier, a\u0300 Brazzaville, ont e\u0301te\u0301 consacre\u0301s au potentiel du marche\u0301 national et a\u0300 son orientation commerciale. Les experts ont examine\u0301 et analyse\u0301 des types de projets selon l’approche du marche\u0301 volontaire et le marche\u0301 re\u0301gulier. <\/b><\/p>\n

La task force va renforcer la dynamique que le Congo a engage\u0301e depuis 2005 avec la pre\u0301paration de la Redd+ et l’adhe\u0301sion du pays au processus Redd+ en 2008. C\u2019est depuis 2013 que le Congo a positionne\u0301 son premier projet carbone et a e\u0301te\u0301 certifie\u0301 dans le cadre du marche\u0301 carbone au cours de la me\u0302me anne\u0301e. Le travail de sensibilisation doit se faire, a insiste\u0301 le directeur de cabinet de la ministre de l\u2019E\u0301conomie forestie\u0300re, Pierre Taty, invitant les membres de la task force a\u0300 rendre compte des avance\u0301es a\u0300 leur hie\u0301rarchie.<\/p>\n

Les e\u0301changes ont permis de poser le proble\u0300me de prix de vente du cre\u0301dit-carbone autrefois vendu a\u0300 2 dollars. L\u2019atelier vient pour booster le processus avec la task force qui devient ope\u0301rationnelle, a explique\u0301 l\u2019expert Georges Claver Boundzanga. Toutes les de\u0301cisions de validation d’acceptation des projets carbone passeront par cette task force. Les recommandations vont dans le sens de remettre le pays dans la dynamique du positionnement des projets sur les marche\u0301s-carbone en lien avec l’article 6 de l’accord de Paris.<\/p>\n

Dans le cadre du protocole de Kyoto de 2005, deux types de marche\u0301s sont institue\u0301s: le marche\u0301 re\u0301gulier qui ne prend en compte que les pays industrialise\u0301s et le marche\u0301 volontaire qui admet les pays en de\u0301veloppement, donc le Congo. Ce dernier est de\u0301sorganise\u0301, estime l\u2019expert, chaque acheteur propose son prix, chaque certificateur pre\u0301sente son approche me\u0301thodologique.<\/p>\n

\u00ab Pendant le sommet des trois bassins forestiers tropicaux, le Congo avait propose\u0301 l’ide\u0301e d’avoir un marche\u0301 carbone souverain. Mais malheureusement la proposition n’est pas passe\u0301e. En dehors de ces deux marche\u0301s-carbone, le marche\u0301 volontaire et le marche\u0301 re\u0301gulier qui vont s\u2019e\u0301teindre avec les deux marche\u0301s que l’accord de Paris met en place, notamment le marche\u0301 de l’article 6. 4, le marche\u0301 de l’article 6.2 de l\u2019accord de Paris \u00bb, a-t- il indique\u0301.<\/p>\n

Le pays devrait s\u2019organiser a\u0300 pouvoir mai\u0302triser les me\u0301canismes sur ces deux marche\u0301s, d’ou\u0300 la recommandation concernant le renforcement des capacite\u0301s des cadres nationaux pour qu\u2019ils soient en mesure de positionner le Congo tant sur le de\u0301veloppement des projets que sur la vente du carbone. Il faut savoir que les cre\u0301dits-carbone constituent aujourd’hui une niche financie\u0300re importante sur laquelle mise le gouvernement congolais.<\/p>\n

Retenons que le marche\u0301 repre\u0301sente un me\u0301canisme de lutte contre le changement climatique qui permet aux entreprises, aux gouvernements et aux particuliers d\u2019acheter des cre\u0301dits-carbone pour compenser volontairement leurs e\u0301missions de gaz a\u0300 effet de serre. Les cre\u0301dits-carbone sont ge\u0301ne\u0301re\u0301s par des projets qui re\u0301duisent ou suppriment les e\u0301missions, a\u0300 l\u2019exemple du projet de production du charbon de bois durable et de stockage du carbone de la socie\u0301te\u0301 Acacia bate\u0301ke\u0301 carbone et de celui de Bacasi de TotalEnergies.<\/p>\n
