Secr\u00e9taire g\u00e9n\u00e9ral d\u2019une coop\u00e9rative de la r\u00e9gion de Fresco, dans le sud de la C\u00f4te d\u2019Ivoire, il roulait sur la voie qui longe le littoral lorsqu\u2019il s\u2019est fait surprendre par des coupeurs de route. \u00ab Ils pensaient que je me promenais avec de l\u2019argent et ont rafal\u00e9 ma voiture. Mais j\u2019ai pu rejoindre l\u2019h\u00f4pital et m\u2019en sortir \u00bb, raconte-t-il, perch\u00e9 sur sa jambe en m\u00e9tal.<\/p>\n<p>Malgr\u00e9 sa m\u00e9saventure, Inza Ouattara, qui est \u00e9galement repr\u00e9sentant des acheteurs de mati\u00e8res premi\u00e8res de la r\u00e9gion, continue d\u2019emprunter cette \u00ab C\u00f4ti\u00e8re \u00bb jonch\u00e9e de nids-de-poule, dont son activit\u00e9 d\u00e9pend. \u00ab Quand tu fais du commerce, les gens pensent que tu te fais beaucoup d\u2019argent. Mais si on gagnait bien notre vie, on construirait des usines. Ce que je fais, c\u2019est juste le \u201cd\u00e9brouillement\u201d, je me bats pour nourrir la famille \u00bb, confie-t-il pr\u00e8s d\u2019un 35 tonnes rempli de graines de palme, en partance pour l\u2019est du pays.<\/p>\n<p>Reliant Abidjan, la capitale \u00e9conomique, \u00e0 San Pedro, le premier port cacaoyer au monde, la route du littoral est l\u2019un des axes les plus dangereux et les moins bien entretenus du pays. S\u2019y croisent quelques poids lourds de marchandises, des minicars de voyageurs et des routiers t\u00e9m\u00e9raires. Mais l\u2019interminable nationale, longue de plus de 300 km, vit surtout au rythme des accidents, des pannes et des attaques.<\/p>\n<p>Un potentiel touristique \u00e9norme<\/p>\n<p>Construite sous la pr\u00e9sidence de Henri Konan B\u00e9di\u00e9 (1993-1999), elle sillonne une c\u00f4te riche en mati\u00e8res premi\u00e8res et au potentiel touristique \u00e9norme. Des h\u00f4tels poussent doucement pr\u00e8s des baies paradisiaques et de riches investisseurs, comme le footballeur Didier Drogba, ont r\u00e9cemment achet\u00e9 des terres dans l\u2019espoir d\u2019y construire un lieu de plaisance. Mais la voie, loin d\u2019enrichir ses riverains, est toujours une entrave au d\u00e9veloppement des villes et villages du Sud.<\/p>\n<p>La faute aux concepteurs, estime Laurent Ab\u00e9 Ab\u00e9, historien sp\u00e9cialiste des r\u00e9seaux routiers ivoiriens. \u00ab Ils ont commenc\u00e9 par la bitumer alors qu\u2019il \u00e9tait conseill\u00e9 d\u2019en faire d\u2019abord une voie graveleuse en lat\u00e9rite. En campagne pour un deuxi\u00e8me mandat, le pr\u00e9sident Alassane Ouattara s\u2019\u00e9tait engag\u00e9 en 2015 \u00e0 ce qu\u2019une \u00ab autoroute \u00bb relie les deux poumons \u00e9conomiques de la C\u00f4te d\u2019Ivoire. C\u2019est finalement la vieille nationale qui sera r\u00e9nov\u00e9e et \u00e9largie. Longtemps jug\u00e9e trop ch\u00e8re et peu rentable par les bailleurs de fonds, la r\u00e9fection a finalement \u00e9t\u00e9 confi\u00e9e en avril \u00e0 l\u2019entreprise ivoirienne PFO Africa. Le gouvernement esp\u00e8re terminer le chantier avant juin 2023 et le d\u00e9but de la Coupe d\u2019Afrique des Nations (CAN), qui doit se tenir en C\u00f4te d\u2019Ivoire, notamment \u00e0 Abidjan et San Pedro.<\/p>\n<p>\u00ab Les travaux pr\u00e9paratoires qui visent \u00e0 consulter les populations situ\u00e9es dans l\u2019emprise de la route ont commenc\u00e9 \u00bb, assure Germain Kouakou N\u2019guessan, le pr\u00e9fet de Grand-Lahou. Mais \u00ab on nous a d\u00e9j\u00e0 fait des promesses en 2010, en 2015\u2026 \u00bb, constatent, d\u00e9pit\u00e9s, les riverains : \u00ab Tant qu\u2019on n\u2019a rien vu, on n\u2019y croira pas. \u00bb Alors que le pays conna\u00eet une forte croissance depuis 2012 et que le gouvernement ne cesse de r\u00e9p\u00e9ter que \u00ab la route pr\u00e9c\u00e8de le d\u00e9veloppement \u00bb, beaucoup d\u2019Ivoiriens estiment que la priorit\u00e9 a \u00e9t\u00e9 accord\u00e9e aux axes du nord du pays, dont sont originaires le pr\u00e9sident et la majorit\u00e9 des ministres.<\/p>\n<p>Un patchwork d\u2019asphalte et de terre<\/p>\n<p>Dans le sud, apr\u00e8s une centaine de kilom\u00e8tres d\u2019un bitume accident\u00e9 et vieillissant jusqu\u2019\u00e0 Grand-Lahou, la C\u00f4ti\u00e8re se d\u00e9sagr\u00e8ge. Elle devient un patchwork d\u2019asphalte et de portions terreuses. Lors de la saison des pluies, certains tron\u00e7ons sont impraticables et \u00ab les habitants sont parfois oblig\u00e9s de circuler \u00e0 l\u2019aide de radeaux de fortune \u00bb pour relier les villes, d\u00e9plore le Fran\u00e7ais Henry-Paul Bainey, directeur du Pollet, h\u00f4tel de r\u00e9f\u00e9rence de Sassandra.<\/p>\n<p>Un 4\u00d74 habile mettra dix heures pour faire le trajet entre Abidjan et San Pedro, un camion surcharg\u00e9 deux fois plus. Il est fr\u00e9quent que les poids lourds de marchandises finissent retourn\u00e9s sur le bas-c\u00f4t\u00e9 ou \u00e0 l\u2019arr\u00eat en raison des chocs qu\u2019ils subissent.
