Le samedi 21 de\u0301cembre 2024, la mutuelle lanc\u0327ait officiellement les travaux de construction d\u2019une tour moderne de 15 e\u0301tages au Plateau, la commune emble\u0301matique d\u2019Abidjan. E\u0301difie\u0301 sur un terrain de 859 m2, l\u2019immeuble devait symboliser une nouvelle e\u0300re de re\u0301silience e\u0301conomique et sociale pour l\u2019organisation.<\/p>\n<p>Pre\u0301vu pour accueillir des bureaux et des commerces, le ba\u0302timent comprendra e\u0301galement quatre sous-sols de\u0301die\u0301s au stationnement, ainsi qu\u2019un restaurant panoramique au 15e e\u0301tage. D\u2019une dure\u0301e estime\u0301e a\u0300 30 mois, les travaux devaient aboutir a\u0300 la livraison d\u2019un e\u0301difice re\u0301pondant aux normes environnementales et se\u0301curitaires en vigueur.<\/p>\n<p>Lors de la ce\u0301re\u0301monie de pose de la premie\u0300re pierre, le Directeur ge\u0301ne\u0301ral de la MATCA, Dr Gue\u0301dou Elie Ousmane, avait pre\u0301sente\u0301 la tour comme bien plus qu\u2019un simple projet immobilier.<\/p>\n<p>\u00ab Ce projet est le symbole de la re\u0301silience de la MATCA qui, malgre\u0301 les nombreux de\u0301fis rencontre\u0301s, est reste\u0301e forte et de\u0301termine\u0301e a\u0300 offrir un avenir prospe\u0300re a\u0300 ses mutualistes et a\u0300 contribuer au de\u0301veloppement du pays \u00bb, avait-il de\u0301clare\u0301.<\/p>\n<p>Selon lui, les services de la mutuelle devaient inte\u0301grer le nouvel immeuble a\u0300 l\u2019ache\u0300vement des travaux, renforc\u0327ant ainsi l\u2019autonomie institutionnelle et financie\u0300re de la structure.<\/p>\n<p>De son co\u0302te\u0301, le pre\u0301sident du Conseil d\u2019administration, Toure\u0301 Faman, avait insiste\u0301 sur la porte\u0301e strate\u0301gique du projet pour les proprie\u0301taires de taxis-compteurs et l\u2019ensemble de l\u2019e\u0301cosyste\u0300me des transports urbains. Il y voyait un signe tangible des progre\u0300s accomplis ces dernie\u0300res anne\u0301es, marque\u0301es par la digitalisation, la modernisation des services et un meilleur accompagnement des socie\u0301taires.<\/p>\n<p>Mais a\u0300 quelques mois de l\u2019e\u0301che\u0301ance initialement pre\u0301vue, le constat sur le terrain est pre\u0301occupant. Selon des observations effectue\u0301es par KOACI.COM, les travaux semblent totalement stoppe\u0301s. Aucun bruit de machines, aucun mouvement d\u2019ouvriers: le site, barricade\u0301 par des amas de to\u0302les, est plonge\u0301 dans un calme inhabituel pour un chantier de cette envergure.<\/p>\n<p>Cette interruption intervient dans un contexte de\u0301licat pour la mutuelle, place\u0301e sous administration provisoire il y a quelques mois a\u0300 la suite de malversations impute\u0301es a\u0300 ses anciens dirigeants. Si les travaux avaient de\u0301bute\u0301 avant cette mesure, leur suspension actuelle alimente les interrogations.<\/p>\n<p>La Tour MATCA devait devenir un e\u0301le\u0301ment cle\u0301 du paysage architectural du Plateau, contribuant a\u0300 l\u2019embellissement et a\u0300 la dynamisation du centre des affaires d\u2019Abidjan.<\/p>\n<p>Aujourd\u2019hui, l\u2019incertitude plane sur la reprise du chantier et sur le respect des de\u0301lais annonce\u0301s.<\/p>\n<p>A\u0300 quand la relance des travaux? La mutuelle parviendra-t-elle a\u0300 mener a\u0300 terme ce projet pre\u0301sente\u0301 comme un tournant historique pour ses mutualistes?<\/p>\n<p>Autant de questions qui restent, pour l\u2019heure, sans re\u0301ponse officielle.
