Africa-Press – C\u00f4te d’Ivoire.\u00a0 <\/strong><\/span>\u00a0The reflection workshop on the reform of the disciplinary council of the civil service, from Friday 05 and Saturday 06 November 2021, in Abidjan, decided on more increased powers for a proper functioning of this organ.<\/p>\n

Au terme des travaux de l\u2019atelier portant sur le th\u00e8me, \u00ab Quel conseil de discipline de la Fonction publique face aux d\u00e9fis d\u2019efficacit\u00e9, de comp\u00e9titivit\u00e9 et de respectabilit\u00e9 de l\u2019administration ? \u00bb, les participants ont d\u00e9cid\u00e9 entre autres que le conseil devienne un organe autonome dot\u00e9 de ressources humaines comp\u00e9tentes, des moyens financiers et mat\u00e9riels cons\u00e9quents.<\/p>\n

Aussi, a-t-il \u00e9t\u00e9 souhait\u00e9 que les animateurs du conseil pr\u00eatent serment avant de si\u00e9ger, la stricte application des textes et la suspension automatique des salaires des fonctionnaires fautifs.<\/p>\n

F\u00e9licitant les participants pour les propositions concr\u00e8tes \u00e0 la cl\u00f4ture des travaux, la ministre de la Fonction publique et de la Modernisation de l\u2019Administration, Anne D\u00e9sir\u00e9e Ouloto, a promis partager les amendements avec son coll\u00e8gue des gardes des Sceaux, de la Justice et des Droits de l\u2019homme avant son adoption en Conseil des ministres.<\/p>\n

\u00abLe d\u00e9fis, c\u2019est la redynamisation de notre conseil de discipline. C\u2019est de faire en sorte que le conseil de discipline \u00e9pouse la vision du pr\u00e9sident de la R\u00e9publique. Nous voulons une administration comp\u00e9titive, responsable et respectable qui soit \u00e0 l\u2019image du positionnement de notre pays \u00bb, a indiqu\u00e9 Anne Ouloto.<\/p>\n

A l\u2019en croire, avec le parach\u00e8vement de la nouvelle loi portant statut g\u00e9n\u00e9ral de la Fonction publique, il \u00e9tait est important de r\u00e9fl\u00e9chir sur l\u2019avenir du conseil de discipline dans un contexte o\u00f9 l\u2019administration fait l\u2019objet de critique fond\u00e9e ou infond\u00e9e.<\/p>\n

\u00abPendant deux jours, ce sont les experts de notre administration sous le regard du conseil d\u2019Etat qui ont r\u00e9fl\u00e9chi \u00e0 cette n\u00e9cessit\u00e9 d\u2019aller plus loin pour en faire un instrument de sensibilisation mais aussi de sanctions fortes pour une administration publique respectable avec des agents de grandes comp\u00e9tences, en vue de fournir \u00e0 nos usagers un service public de qualit\u00e9 \u00bb, a relev\u00e9 Mme la ministre.<\/p>\n
