L\u2019Etat de C\u00f4te d\u2019Ivoire, \u00e0 travers le Minist\u00e8re (MCLU) de la Construction, du Logement et de l\u2019Urbanisme, entend redynamiser le programme pr\u00e9sidentiel de logements sociaux. Les autorit\u00e9s ont \u00e0 cet effet lanc\u00e9 des appels aux op\u00e9rateurs, aussi bien nationaux qu\u2019\u00e9trangers, afin qu\u2019ils s\u2019engagent encore plus dans ce vaste projet de construction de logements sociaux, \u00e9conomiques et de standing en C\u00f4te d\u2019Ivoire.<\/p>\n

C\u2019est dans ce cadre qu\u2019est intervenue, le vendredi 15 avril 2022 au cabinet du ministre de la Construction, Bruno Nabagn\u00e9 Kon\u00e9, la signature de trois conventions entre l\u2019Etat de C\u00f4te d\u2019Ivoire et la soci\u00e9t\u00e9 \u00e9gyptienne Arab Contractors. Ces conventions portent notamment sur un projet de construction de 20 milles logements sociaux, \u00e9conomiques et de standing et comporte l\u2019option de la location-vente, afin de permettre aux foyers \u00e0 faibles revenus, d\u2019acqu\u00e9rir un logement d\u00e9cent \u00e0 prix abordable. Un \u00ab accord cadre de n\u00e9gociation \u00bb portant sur la construction de b\u00e2timents administratifs a \u00e9galement \u00e9t\u00e9 sign\u00e9 par les deux parties.<\/p>\n

En effet, les pr\u00e9visions d\u00e9mographiques r\u00e9alis\u00e9es ces derni\u00e8res ann\u00e9es montrent une croissance constante du nombre de m\u00e9nages sur tout le territoire de la C\u00f4te d\u2019Ivoire et corr\u00e9lativement un besoin de logement et d\u2019acc\u00e8s \u00e0 la propri\u00e9t\u00e9. Ces pr\u00e9visions pr\u00e9cisent que cette croissance touche essentiellement les m\u00e9nages \u00e0 bas revenus. La production actuelle de logements en vue de l\u2019accession \u00e0 la propri\u00e9t\u00e9 reste toujours en de\u00e7\u00e0 de la demande qui demeure forte, car seuls quelques milliers de logements sont offerts par an sur le march\u00e9 immobilier.<\/p>\n

Face \u00e0 cette situation, le Pr\u00e9sident de la R\u00e9publique a fait de la question du logement, l\u2019une de ses priorit\u00e9s. Ainsi, pour traduire cette volont\u00e9 politique en actes, le Minist\u00e8re de la Construction, du Logement et de l\u2019Urbanisme, a d\u00e9velopp\u00e9 une strat\u00e9gie de production en masse de logements sociaux et \u00e9conomiques \u00e0 co\u00fbts abordables pour le plus grand nombre de m\u00e9nages \u00e0 faibles revenus.<\/p>\n

Pour atteindre les objectifs fix\u00e9s par le Gouvernement, le Mclu a pris plusieurs initiatives en faveur des promoteurs et des acqu\u00e9reurs pour am\u00e9liorer la promotion du logement social et \u00e9conomique. Pour les promoteurs, celles-ci portent essentiellement sur l\u2019attribution d\u2019avantages fiscaux et douaniers sous forme d\u2019exon\u00e9ration et\/ou de r\u00e9duction de taux d’imposition.<\/p>\n

Notons pour finir que cette activit\u00e9 fait suite \u00e0 la visite de travail effectu\u00e9 par le ministre Bruno Nabagn\u00e9 Kon\u00e9 au Caire en f\u00e9vrier dernier. Visite au cours de laquelle il avait invit\u00e9 les entreprises \u00e9gyptiennes \u00e0 venir investir dans les secteurs de la construction et de l\u2019am\u00e9nagement urbain en C\u00f4te d\u2019Ivoire.<\/p>\n
